‘US should recognise Pakistan and Israel as N-weapon states’

By Khalid Hasan

WASHINGTON: It was suggested here on Sunday that the United States, having implicitly recognised India as a nuclear weapons state, should now give Pakistan and Israel the same recognition by working with all three to map a scenario for progressive global nuclear arms reductions.

Selig Harrison, writing in the Washington Post, while making a strong case for the successful passage through Congress of the India-US nuclear cooperation agreement, suggested that only with such an all-embracing approach will the de jure nuclear powers feel that it is safe to wind down their arsenals, and only when the prospect of meaningful nuclear disarmament becomes credible will would-be nuclear powers reassess their ambitions. He asked why India, with a “spotless” non-proliferation record, should be denied access to US civilian nuclear technology for electricity, while China, which helped Pakistan and Iran in their efforts to acquire nuclear weapons, can have it. He called the nuclear Non-Proliferation Treaty (NPT) “inequitable”, with built-in discrimination in favour of China and against India that has made it necessary and justifiable for the Bush administration to conclude its civilian nuclear cooperation agreement with New Delhi. He charged that the NPT is based on “a legalistic fiction that underpins this discrimination”.

Harrison proposed that India should reaffirm its readiness to cap and wind down its modest nuclear arsenal during the final stage of a process of nuclear arms reductions that would start with US and Russian cuts and would then move on to embrace Britain, France, China, India, Pakistan and Israel. However, he added that the Bush administration is heading in the other direction by seeking to upgrade US nuclear weapons. He suggested that India should join with Japan and with Russia, which cannot afford its nuclear arsenal, to promote a reappraisal of American policy. He dismissed fears that the Bush administration’s failure to get India to cap its nuclear arsenal may lead to Sino-Indian and Indian-Pakistani nuclear arms races.

“India could deflect this criticism with a nuclear disarmament initiative in which it would no longer be a non-nuclear power on the sidelines, as in 1988, but a de facto nuclear power now recognised as such by the United States. The keystone of this initiative should be the inclusion of all three de facto nuclear powers - India, Pakistan and Israel - along with the five de jure nuclear powers, in a collective approach to progressive nuclear arms reductions. North Korea should also be included when and if it is found to possess nuclear weapons.”

The fact is that whether US likes it or not a nuclear bomb is a safeguard for foreign interference. Without is many nations have seen their economy tumble and some have even faced crushing with so called evidence. No wonder Iran is pushing forward to get same security. It isn't for attack of Israeli but purely to counter if it is attacked by US. US did have a big talk towards North Korea but suddenly after ehy showed nuclear status it is faded. Before Pak had nuke US played with it like a toy but now they have to counter correctly. They do not like Pakistan cause it is close to China (the new worldpower that will not accept US superiority) and they know that they might kill OBL or other anti US elements but they will have to guard the other millions. One Israeli parlement leader said that forces that oppose armies are not terrorists. I agree with that. But what about official armies that kill with anger and without dignity and respect to international laws? Do we have to paint them as poor soldiers that defend our peace? Or do they only defend the greedy political world... Hence Syriane of Clooney.

Not openly. Russia is not there for the oil. They do export it themselfes. Russia lost customers. Remember Irac? Russia sold lots of equipment on loans. The yare now selling plenty to Iran. But even the Cold war is over there is no grand intrests by Russia for USA getting more bases near Russia. Some cheap former states in Russia are selling bases to USA and one can be pretty sure that it is not greeted by Russia.

True, Israel is the only country to feel threatened by Iran's Nukes. Most of the arab world would like to see Iran become a Nuclear power. recently we have been hearing noises coming out of india that they feel very threatened by iran....yet they go on training its Navy and upgrading their military as well as sending indian nuclear scientists to Iran....:cheesy:

"Some members of the GCC, which groups Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE, have reached out to Iran to show they are not taking sides, but Gulf Arab states cannot commit to a non-aggression pact, at least openly, given their entrenched security and political ties with the United States,"...http://www.dailytimes.com.pk/default.asp?page=2006\04\24\story_24-4-2006_pg4_14
