I repeat my point. While Indian proscribed groups do not operate outside India, Pakistani groups have been nurtured just so that they operate in other countries - from Afghanistan to India.

This is why the world has a problem with Pakistani Army/Govt and and not Indian Govt.

Its because of this that its Pakistanis that are caught in anti terror operations in florida or bombers in london turn out to be Pakistani. Those are not Indians. They are Pakistanis and there is a reason why.
