May I have an independent source to your claim?
AFAIK, Hurriyat Leaders as well as Hizb-ul-Mujahideen have made it clear that they support return of indigenous Kashmiri pandits to valley. However, they opposed changing the demography of valley, which Indians have attempted many time. Recent decision to establish colonies for hindus in valley is a similar attempt.

Our judicial process is slow. 1993 mumbai blast convict is going to be hanged now after 22 years.

You can google it and find several reports.
Hurriyat and Hizbul are making political statements. If kashmiri hindus will have to return after 20 years dont expect them to live scattered and be easy prey to terrorists. If they want to live together then it should not be said that govt is trying to change the demography. Kashmir's population is about a crore and cpl of lakhs wont change the demography, moreover its their homeland. And the fact is that the people who are going to resettle there are the ones who speak kashmiri and who have been recorded as internal refugees. Why Hurriyat is scared that couple of lakhs of kashmiri hindus should not be allowed to stay at one place? If you dont want them, you can have hazar objections.
