Exactly, bunker buster are specialised bombs, hardened for the penetration of targets like surface, or earth bunkers. The BLU-109 is such a bomb and fitted with a guidance kit (Paveway laser guided, or JDAM GPS guided), it will be a LGB, or PGM:

P.S. The small number of 100 could possibly be a hint on which fighter they are meant for, because (AFAIK) the only fighter IAF that already can use 2000lb bombs is the Mirage 2000 and this could be a replacement of the older bombs, or an addition. There were reports that IAF is evaluation AASM and the Israeli SPICE bomb kits as well as part of the Mirage upgrade and the SPICE kit is available only in 1000lb and 2000lb varients, so there is an interest of adding such heavy weapons.
