And then you have the champions of the undeveloped ie China and India, running for advice on how to tackle pollution but you shot down the very regulations to prevent it. And to top that off, you want western money to implement whatever useless regulations you did agree on.

That's not how it works.

The US knows exactly who is taking the aid and the aid keeps coming as long as those people do America's bidding.

Except for certain humanitarian programs run by NGOs, US "aid" money is a direct bribe to promote American interests. Since Pakistan lacks any independent institutions of accountability, it's a free-for-all.
As I mentioned, some amount of US aid is genuine humanitarian aid; the rest is an investment to secure American -- not Pakistani -- interests.

Your example of China is not relevant since we are discussing aid, not business transactions.

When American companies do business in China, they are not engaged in governmental aid. The US government does not give tax breaks to companies so they can build factories in China -- quite the opposite in fact.
Let me put it this way.
US transfers the ENTIRE amount of US aid in Pakistan Govt accounts or accounts that Pakistan Govt nominates.

What happens to that money even if it is stolen thereafter is FROM those bank accounts in Pakistan. Even if US intended for that much amount of money getting diverted to private individuals, that money first goes to GoP nominated accounts.

That means - from the moment the money is in Pakistani accts, Govt of Pakistan and the citizens of Pakistan are responsible for it. If they are allowing the politicians and generals to get away with day light robbery from national accounts then it is NOT the fault of the Govt of US regardless of whether US wants that to happen to further its interests.

That is because authority over that money and ability to release that money to other accounts or individuals then transfers to the State of Pakistan.

So I dont think Pakistanis have any right to blame US. If any blame has to be laid it has to be laid on the doors of Pakistani Govt. Ask your CAG(Comptroller and Auditor General) equivalent in Pakistan to investigate and track the money trail and convict those who are diverting the money in Pakistan.

Secondly, if aid is that big of a problem(overall) to Pakistan. Pakistan has the option to refuse accepting aid and walk away. Ask your leaders to do that.

You cannot keep taking the money and blaming the US for money that is stolen and diverted from Pakistani Accounts( i repeat even if US wants exactly that to happen).

Consider for example new information that came up during the DGMOs talks that India has deployed 15 additional brigades on the LoC. It had already been known that India had begun the construction of multiple military observations posts along with an ambitious project to build a "Berlin Wall" on the LoC - developments that are in violation of the ceasefire agreement.

And this was divulged to the Pak DGMO by his Indian counterpart? :woot: That's the biggest joke of 2014!

15 additional brigades means five additional divisions! This is utter nonsense! It's amazing how the sheeple fall for this crap that is dished out by the so called 'know-it-alls'!

That's not entirely true; some of the money is given directly to NGOs to bypass Pakistan government.

However, for the money deposited into government accounts, whatever's left over from interest payments to IMF etc., here's how it works: the money entrusted to Pak government is spent by Pak government on subcontracts (under US guidelines).

But guess who gets those subcontracts?

That's right. Pre-ordained people who are already in place with their dummy corporations (under the wife's name, or the kids', or the grandkids', or grandma's, or the dog's...)

The US knows exactly who will get the money. The aid is just a channel to funnel the money to their operatives.

This is standard practice to pay off the local operatives. Do you know that US aid to Afghanistan is called 'airplane aid' by the locals because most of it gets allocated to insiders who get the subcontracts? Mot of these people have their money safe in foreign accounts. The money comes in to Afghanistan and flies right back out.

By the way, this is not specific to US government; this is standard practice for money laundering by the mafia, Uncle Joe's restaurant, and anyone else who wants money to go to a specific place. I am surprised a fellow south Asian doesn't know these tricks.

Now, I already accepted that all this can only happen in the absence of strong accountability, but the people who would build such institutions in Pakistan are the same ones running the show. You know what most of us here think of the civilian politicians dominating Pakistan.
