Another rubbish conspiracy theory against the United States. Somehow, the war in Afghanistan becomes 'China's encircling' . Every superpower has a base around the world. Russia cannot afford bases; China wants only resources for their massive factories and Indians are having scores of problems within their country with an elected government that has no desire to solve any of their internal matters before requesting a permanent seat in the United Nations--- perhaps the most non-reactionary form of democratic government in all global democracies.

United States has official bases while Europeans have offshore dependencies; who's stopping Chinese and Indians?

This is of course idle speculation assuming there actually is an encirclement, but what if Russia was in fact part of the circle or a neutral player? There has been a warming of relations in recent your between US, Europe, and Russia based mainly on economic trade and a mutual understanding of the global system for the most part. As the scars of the Cold War fade, new generations take power, and economic cooperation increases this could only increase. The US seems to not be averse to giving boosts to the Russian arms industry in at least some areas as well.

On Russia-China relations it seems to me like they are only set to decline as China cuts its dependence on Russian weapons and vies for the same market as Russia in weapons exports. There is also the ongoing perception that Chinese are 'copying' Russian technology for this eventual purpose.
