A single weapons system isn't supposed to decide the outcome of a war (unless it's a nuclear bomb maybe). It has a specific function and that was fulfilled in an excellent manner by the Shahed drones. To the point that a country like France declared it will turn to the development of cheap kamikaze UAV as a result of lessons learnt from observing the war in Ukraine.
