The thing is it is of utmost importance for CIA to get Dr. Shakeel Afridi to show to new potential recruits (Manzoor Pasheen of PTM) that they take care of their agents. Point being Trump hasnt been able to freed the Dr and he will remain in custody until US can offer something more. So in the end its the US who will have to decide who is more worth it? Anything that comes out of Trump's mouth should be taken with a grain of salt. The man has told more lies and made more empty promises than all previous presidents combined. Nevertheless, I agree with you. US needs to offer much more. It's easier to exchange Aafia Siddiqui than Haqqani since she's already a prisoner.
