That is not how you react but you use this for your advantage by preparing your troops, stragetic depth, installations etc etc and perfecting your mobilization effort...

The reaction is to become perfectionist out of this.. learning how to quickly go from a moment off peace into war mobilization within mins to avoid getting sucker-punched.

Also we need to expand our wings meaning we need to sign defense treaty with that stragetic depth and make some financial concessions to them
