Ambedkar was human. He stated other stupid things as well. Outside India, no Buddhist is even aware of Ambedkar's Buddhism, which is a purely political phenomena.

Buddha was not a man. Buddha is a state of being. Gautama Siddhartha achieved that state of being. There are many more with the same 'Buddha' title. I like Padmasambhava, of the 7th century when the Buddhist kingdoms were under incessant attacks from 'you know who'.
I have not read the Vishnu Purana, so I don't know if he was an avatar of Vishnu. Vishnu is also not a man, but a power. That is manifested from time to time in different people. In that sense, Gautama Buddha was certainly imbibed with a power of protection and preservation of the Universe, the qualities of Vishnu.
But I have a feeling that this info is going to be wasted.
