Secretary-General Ban Ki-moon today said the United Nations would play a role in resolving the situation in Kashmir when India and Pakistan wanted the world body to step in. "As far as this role of good offices is concerned, the United Nations normally takes that initiative when requested by both parties concerned," Ban told journalists during his monthly briefing at the UN Headquarters.

"India and Pakistan, they are neighbouring countries, important nations in that region - peace and security would have important implications," he said.

Kashmir Valley has been in grip of violent protests since June.

"I regret the latest loss of life. I have been calling for an immediate end to violence and urge calm and restraint by all concerned," Ban said. "That is the position of the United Nations at this time."

While India maintains that Kashmir is an internal matter, Pakistan asserts that it is on the UN docket and has been calling for international intervention especially from the United States.

Last week, External Affairs Minister S M Krishna told the UN that Pakistan was sponsoring terrorism in Kashmir, and this later led to a strong exchange of words between the diplomats of both nations with Islamabad accusing New Delhi of sponsoring terrorism in the region.

"Jammu and Kashmir, which is an integral part of India, is the target of Pakistan-sponsored militancy and terrorism," Krishna had said.

On Monday, Pakistan's former president Pervez Musharraf said his country had trained militants to fight in Kashmir. "They (underground militant groups to fight against India in Kashmir) were indeed formed," Musharraf had told German magazine Der Spiegel.

Reacting to Musharraf's statement, India yesterday said the former Pakistan president's assertion that his country had trained militants to fight in Kashmir only confirms what New Delhi had been repeatedly saying over the years.

goood! this shows the double standards of the world! when EAST PAKISTAN was clearly an internal matter the world let india intervene! and did nothing this time around they just twist words to save india or israel! but the positive side of it all is that this time around the kashmiris are rebelling against india without any "help" from pakistan!

sometimes i think Ahmednidjad of Iran isn't an airhead after all!

UNITED NATIONS – So intense is Indian pressure that UN Secretary-General Ban Ki-moon seems to be unwilling to take any step to address the festering dispute between India and Pakistan over Kashmir, which is on the agenda of the Security Council.
At his press conference Wednesday, the UN chief’s attention was drawn to the deteriorating situation in Kashmir and asked whether he was prepared to offer his good-offices to resolve the decades-old dispute since bilateral efforts have failed. Ban said he could only use his good offices when both parties - India and Pakistan - agreed to such a course.
Pakistan has always welcomed United Nations’ involvement in the decades-old Kashmir dispute, but India resists any third party intervention on the plea that it is an “internal matter”. But Ban has not even publicly offered his help to the parties deal with the Kashmir dispute.
The UN chief again called for an immediate end to violence and restraint and regretted the latest loss of life in the Occupied Kashmir. More than 110 Kashmiris have been killed by Indian security forces as large parts of the disputed state remain under curfew.
Last week, representatives of India and Pakistan had a verbal duel in the UN General Assembly after Indian External Affairs Minister SM Krishna accused Pakistan of being behind the current unrest in Kashmir. Pakistan rejected India’s allegation, urging New Delhi to stop its state-sponsored terrorism in Kashmir and grant the Kashmiri people their UN-mandated right to self-determination.

Earlier, Krishna backed out of holding a meeting with Foreign Minister Shah Mehmood Qureshi after the Pakistani leader said the talks should be made “meaningful” by including the festering dispute over Kashmir on the agenda.

Once the war was declared on 3rd Dec 71, it was no holds barred. The rest is history.

How nice. And when these "thrashed" personnel respond in self-defense, you'll be the first to cry murder!! Cant have it both ways.

No, i will not cry but i will just say anybody who would use lethal force against a stone pelter is a dickhead.

Or to put it formally, he (the individual, the policymaker and the govt) is a coward and by doing this, it displays its weakness and the unwillingly accepts that it is committing human right violations in the State.
