On a serious not, that thing can do some damage if shot at a populated area if it has a range of about 50 km to 100...but I seriously doubt that, just look at the angle at which it's launched, no way that thing can go that far.

Its a localized variant of the 107 rocket at best. Calling it a ballistic missile does not do justice to the term in any case.
