ULFA, Surrendered ULFA (SULFA), BODO militants and too much jihadi elements - these are the 4 new (and old) imminent threats. Gov of Assam , CM Tarun Gogoi needs to act instead of bending on his back for vote bank politics. Or else in few years Assam would see a massive destabilisation.

Jihadi elements have been slowly stemming up teh communal divide which was not so much in 70s and 80s versus nowadays..

Especially bcz SULFA and Jihadi elements are running rampant and making the normal people completely lose trust over government and police for law and order. The kangaroo courts to settlement cases to extortion for any business deal is a bit too much. The SULFA is like an organised mafia each having its own domain, its own "hafta", protection money and settlement courts etc..
Don know why such elements when allowed to rehabilitate still resort to the might of the gun and hov/police/army turns blind eye.

Lack of extradition treaty (which if you ask me is really stupid given we are neighbours with such a long somewhat porous border).

I think the treaty was signed in 2013...as to why there was then another 2 year delay or so....no idea. Probably some procedural issues?

Treaty signed in 2013 and extradition in 2015, sounds sort of okay.
