Kiev (AFP) - Ukraine on Tuesday sealed an additional nuclear fuel supply deal with US giant Westinghouse in order to ease its energy dependence on Russia.

Westinghouse Electric Company said it signed a deal in Brussels with Ukraine's Energoatom state nuclear power provider "to significantly increase fuel deliveries to Ukrainian nuclear power plants through 2020."

No figures were immediately available for the value of a deal which Ukrainian Prime Minister Arseniy Yatsenyuk had said would take place.

Nor were there details on the quantities of fuel or number of reactors involved.

The two sides had earlier this year extended their existing cooperation agreement through 2020.

A top Energoatom official said this month that Kiev would like to purchase additional Westinghouse nuclear fuel for 13 of its reactors.

US-based Westinghouse currently supplies fuel for only one of Ukraine's 15 operating units -- the third reactor of the South Ukranian Nuclear Power Plant that is located 300 kilometres (185 miles) south of Kiev.

Ukranian media said Energoatom and the US firm had been cooperating on nuclear fuel supplies since 2000.

The former Soviet republic had previously relied on Russian nuclear fuel manufacturer TVEL.

Relations between Ukraine and Russia have sunk to an historic low as a result of this year's ouster in Kiev of a Moscow-backed president and the subsequent pro-Kremlin rebellion in the country's industrial east.

Ukraine is also seeking to reduce its dependence on Russian natural gas in the wake of a months-long cut in supplies -- the second in five years.

In a statement dated from Kiev, Westinghouse alluded to Ukraine's bid for energy independence, saying Westinghouse "brings diversification of suppliers, global best practices and technology to the Ukraine market."

Westinghouse is working in Ukraine since 2003 and its currently operating at the South Ukraine Nuclear Power Plant now with this nuclear agreement Westinghouse will increase nuclear fuel supplies to the rest of the 13 reactors.

Westinghouse Electric Company (WEC) has delivered about 6,000 fuel assemblies to EDF’s plants since 2003 but in January 2014 , Ukrainian company was looking to borrow $6billion from Russia for new nuclear units but with the annexation of Crimea and Eastern Ukraine, that deal was cancelled.

Russia makes up for 36% of the entire EU’s uranium enrichment needs and many reactors in Eastern Europe depend entirely on sets of fuel rods from Russia.

Finland is one of the European states depending heavily on supplies of Russian nuclear fuel, while Hungary, Slovakia, Bulgaria and the Czech Republic are entirely dependent on the Russian deliveries.

Energoatom plans to raise credit lines worth UAH 700 mln, $40 mln

State enterprise Energoatom (Kyiv) has announced a tender to raise renewable credit lines worth UAH 300 million, UAH 400 million and $40 million.

Following a company report in the Public Procurement Bulletin, the credit lines are for one year after the loan agreements have been signed.

The deadline for submitting applications for the tenders and for opening bids for the hryvnia credit lines is February 12, credit lines in U.S. dollars - February 13.

The company expects that the cost of servicing the line of UAH 300 million will not exceed UAH 75 million, UAH 400 million - will not exceed UAH 100 million, $40 million - will not exceed UAH 94.616 million.

Energoatom operates all four nuclear power plants in Ukraine. It operates 15 power units equipped with water-cooled power reactors, with a total installed electrical capacity of 13.835 GW.

Well since it was the Soviet Union that caused it. Its understandable why they rather go to the west.

It was a calculated step by Ukraine which was to show that its moving towards West joining EU and will be aligned with NATO.

Ukraine within the framework of policy to transfer the energy sector to its own raw materials and avoid dependence on its supplies from Russia will build a plant for production of solid fuel assemblies, Minister of Energy and Coal Industry Ihor Nasalyk has stated.

"There are three companies which are ready to take part in the tender: a Chinese company, which we provided with access, Westinghouse and a French company that I do not want to name now," he said at a press conference in Kyiv.

The minister noted in the current year four out of 13 fuel supplies for Ukrainian nuclear power companies were carried out by Westinghouse, which accounts for almost 30%.

"Nuclear energy is ready to transfer to it [the fuel of Westinghouse] in full," he said.

Ukraine in 2016 purchased nuclear fuel worth a total of $548.81 million, which is 14.7% (or $94.761 million) less than in 2015.

According to the State Statistics Service, over the period Ukrainian nuclear power plants purchased Russian fuel for $386.782 million, fuel made in Sweden for $162.028 million.

Thus, the share of nuclear fuel purchases by Ukraine in 2016 from TVEL (Russia) accounted for 70.5% in monetary terms, from Westinghouse (Sweden) for 29.5%.

As reported, Ukraine in 2015 purchased nuclear fuel worth $643.57 million, including Russian fuel for $610.883 million, Swedish fuel for $32.688 million.

Ukraine's Energy and Coal Industry Ministry hopes that the share of nuclear power plants (NPPs) of total power generation in March will be 56.1% or 7.9 billion kWh.

The figure is outlined in the forecast balance of electricity for March 2017 approved by the ministry on February 17.

Earlier it was planned (according to the annual balance) that NPPs next month would generate 7.6 billion of kWh of electricity.

Plans for thermal power plants (TPPs) were revised downwards – from 3.592 billion kWh to 3.212 billion kWh (22.8% of total generation).

Hydroelectric power plants would generate 1.062 billion kWh of electricity (7.5%), while earlier 916 million kWh was planned. Combined heat and power plants would generate 1.383 billion of kWh of electricity (10.5%), isolated generating plants – 129 million kWh and unconventional energy facilities – 155 million kWh.

Ukrainian thermal power plants (TPP) from the date of introduction of a state of emergency in the country's energy system have halved anthracite coal consumption, Ukrenergo Acting Director Vsevolod Kovalchuk has said.

"Making preliminary calculations, we expected to save 40%. In fact we spend twice as little of this fuel than we would have spent without introducing the state of emergency," he wrote on his Facebook page.

According to him, without taking into account Luhansk TPP, which works in an "island mode," providing electricity to the north of the region, the rest of anthracite power units at TPPs use only 7,000-8,000 tonnes of coal per day.

"It allows us stating that we'll definitely pass the autumn-winter period by the end of the heating season without power restrictions to consumers and rolling blackouts, if there are no any technological violations," Kovalchuk said.


At the same time, the majority of Ukraine's nuclear power plants in the last week account for at least 60% in electricity supply, he said.

Public joint-stock company Sumy Machine-Building Science and Production Association (Sumy NPO) has signed contracts to supply a large batch of spare parts to pump equipment of four Ukrainian nuclear power plants (NPPs) – Khmelnytsky, Rivne, Zaporizhia and Yuzhnoukrainsk.

According to a report on the website of the association on Monday, the spare parts will be supplied to the customer in March through August 2017.

Sales Manager Olena Bala said that over 2,400 spare parts will be made.

Sumy Machine-Building Science and Production Association is one of the biggest producers in Europe of gas re-pumping units and outfitted compressor stations for various uses: centrifugal, vacuum, and chemical pumps, and centrifuges and other equipment for the chemicals gas and oil-refining industries.

DTEK energy holding buys 600,000 tonnes of coal in South Africa, the company's press service has reported.

"DTEK confirms the purchase of 600,000 tonnes of coal from South Africa with the option to increase to one million tonnes. The arrival of the first vessel with 75,000 tonnes of anthracite to Ukraine is expected in June. The fuel will be shipped to DTEK's anthracite thermal power plants (TPP), which will be put in operation to maintain the stability of the energy system of Ukraine," the press service said.

The company added this is the first case in Ukraine's history when such significant amounts of anthracite are bought in distant markets in such a short time.

"Thus, DTEK is beginning to form anthracite reserves at its TPPs in preparation for the autumn-winter period of 2017-2018. Currently Kryvy Rih and Prydniprovska TPPs have been suspended for accumulation of anthracite. If it is necessary to cover power shortage in the energy system, the stations will be switched on under the command of dispatchers of Ukraine's united energy system," the energy holding noted.

A Panamax class vessel with 75,000 tonnes of anthracite from South Africa for DTEK Energy thermal power plants (TPP) arrived in Yuzhny port on Thursday, May 25, the company's press service has reported.

According to its data, this anthracite will be sent to Prydniprovska and Kryvy Rih TPPs, which will allow the stations to resume electricity generation to cover power shortage in the energy system.

DTEK noted to supply its TPPs with fuel the company increased investments in gas coal extraction and has already contracted 675,000 tonnes of coal from South Africa with the possibility of increasing supplies to one million tonnes.

"We have contracted a record high amount of anthracite from South Africa for Ukraine's TPPs. We expect the delivery of 75,000 tonnes of coal per month, which will allow our stations to work stably in the autumn-winter period," DTEK director for commercial activities Vitaliy Butenko said.

As reported, problems with anthracite supply to TPPs in Ukraine arose after the introduction of traffic blockade and loss of control over Ukrainian coal mines located in the uncontrolled territory in Donbas. This led to the forced halt of TPPs that used anthracite.
