Ukraine signs Westinghouse nuclear fuel deal

The Ukrainian energy sector will consume about 7 million tonnes of anthracite coal in 2017 against 10.5 million tonnes in 2016, Ukrainian Energy and Coal Industry Minister Ihor Nasalyk has said at a meeting with market experts.

"If last year total generation needs were 27.352 million tonnes, this year it's 26.088 million tonnes. But if last year the figure amounted to 10.5 million tonnes of anthracite, then this year only 7 million tonnes, i.e. we reduced consumption of anthracite by 3.5 million tonnes this year. And, of course, this difference is covered with gas coal," he said.

Nasalyk added today there is a surplus of gas coal.

"We now have a surplus of gas coal. There are almost 1.9 million tonnes in the warehouses. And every day the figure grows by 15,000-20,000 tonnes," he said.

The agreement between Australia and Ukraine on cooperation in the use of nuclear energy for peaceful purposes took effect on June 15, the Ukrainian government press service said.

"The Australian embassy to Ukraine informs Ukraine with Note No.44/17 of June 15 that Australia has completed the internal procedures needed for the enactment of the agreement," the report said.

The agreement was signed in Washington, D.C., on March 31, 2016.

According to the estimation of the Ukrainian ambassador to Australia, the country can meet up to 30% of the Ukrainian energy sector's need for nuclear fuel.

Chornobyl nuclear power plant (NPP) has switched to manual radiation monitoring of the industrial site over a cyber-attack, the press service of the State Agency for Exclusion Zone Management has reported.

"The website of Chornobyl NNP is down over a cyber-attack. All technological systems of the plant are operating as usual. Due to the temporary disconnection of Windows OS the plant is manually monitoring radiation levels on the industrial site," the plant said on Tuesday.

Westinghouse Electric Company has signed a contract with National Nuclear Generating Company Energoatom to deliver monitoring instrumentation systems for four reactors of Zaporizhia nuclear power plant (NPP), the company's press service has reported.

"The project is part of the Complex Consolidated Safety Upgrade Program of nuclear power plants in Ukraine performed under loan agreements with the European Bank for Reconstruction and Development (EBRD) and Euroatom," the company said in a report.

Westinghouse said that Westinghouse will provide accident and post-accident monitoring systems and hydrogen concentration monitoring systems to reactors 3, 4, 5 and 6 of Zaporizhia NPP.

"The upgrade includes monitoring systems, along with severe and design basis accident field instrumentation, and additional miscellaneous equipment such as penetrations, cables, sensing lines, special tooling, accessories, spares, consumables, and special mounting and fixing provisions. Installation supervision, training and warranty for products and services are also included," the company said.

Westinghouse will execute the project with selected Ukrainian expert companies including Westron, an I&C joint venture between Westinghouse and Hartron.

The project will start immediately, beginning with delivery of reactor 4 at the beginning of 2018 and ending with delivery of reactor 6 at the end of 2019. The final acceptance of the last delivered system is planned for the beginning of 2021.

Energoatom is the operator of all four Ukrainian-based operating nuclear power plants, which have 15 VVER reactors with an overall generating capacity of 13.835 gigawatts.

National Nuclear Generating Company Energoatom plans to sign a loan agreement with Bank of America Merrill Lynch (BofA-ML) that will provide $250 million for construction of the centralized spent nuclear fuel storage facility at the end of November 2017, Energoatom President Yuriy Nedashkovsky has said.

"I expect that by late November, if we work in line with the schedule, we will officially sign the loan agreement," he told reporters in Kyiv on Wednesday.

He said that at present, the company is working on the loan agreement and the relevant government resolution on the provision of government guarantees.

Nedashkovsky also said that construction of the centralized spent nuclear fuel storage facility suits the schedule.

"In H1 2019 we will place the casks to the site. We are moving [in line with the schedule]," he said.

As reported, in January 2015, Energoatom signed a contract with Holtec International (the United States) to design and introduce modification of technologies to treat spent nuclear fuel. The cost of the contract is almost $300 million.

The Ministry of Energy and Coal Industry of Ukraine and China National Nuclear Corporation (CNNC) have discussed organization of nuclear fuel production in Ukraine, the press service of the ministry has said.

The corresponding issue was raised during the meeting of Deputy Energy Minister of Ukraine Natalia Boiko and the CNNC President on October 26.

"The parties discussed the expansion of cooperation in the development of the nuclear industry of Ukraine and China, organization of nuclear fuel production and the joint implementation of an investment project on the basis of a newly constructed mine at Novokostiantynivske uranium ore deposit," the report said.

The parties also discussed the issue of involving China Development Bank (CDB) in financing the project of Novokostiantynivske uranium ore deposit.

As reported, Minister of Energy and Coal Industry of Ukraine Ihor Nasalyk stated about the interest of Westinghouse and one of French companies in building a plant for producing nuclear fuel in Ukraine.
