Funds matter a lot without them no country could develop its military machine. I do agree though that funds aren't everything; raw materials, science and expertise are VERY IMPORTANT.

My friend, mostly it's materials. Doesn't matter how much "funds" you have. Certain materials and equipment no one sells, no matter how rich you are. Nuclear sciences is a mix of man-power, raw-materials, technology, scientific know-how, and most importantly an arsehole that can handle a stick the size of 'carrier group'.
