Most programs/competitions prove very little since it comes down to individuals and many other factors. The Turkish Maroon Berets were first in the German special forces exercise and they beat out the U.S. Delta Forces and Spatsnez but that doesn't mean they are the best or vice versa. It is the same with Red Flag and other exercises they serve to prove you are ready for the tasks and you learn from the exercises. If anything it proves all those forces that score well are top notch.
