I think it a US mind set that they are afraid of Japan's capabilities. Historically they have handicapped japan by making her to depend on US equipment.Look at defence fighther Japan was offered a single engine Falcon design rather than Eagle design.If Japan was allowed to go on with its own program F-2 would have been a better figther (it is still one of the very good still).If Japan is able to make progress with Shin Shin then US superimicy will be servely challanged.Shin Shin is due in 2014 so not much time left for US. Thats why they are offering Raptors to Japan.But it depends how much they will degrade it.the expected name is Raptor EX
