Fun fact: there's a range of altitude the Starlinks can cruise. Metal balls are much cheaper and easier to be produced and launched, too small to be tracked from ground and be avoided. Overtime, these space mines will work wonder.

Your theory doesnt take into consideration that Russia is a poor 3rd world country with extremly limited budget. In other words, SpaceX can drown russia in satelites. Its cheaper to build and send StarLink to orbit than Russias rockets could send plastic caps into space.
Since its LEO its cleared in short timespan.
Its russias general problem. Its plain and simple economicly extremly weak.
