India is known to be friends with diverse groups. eg. friends with both Iran and Saudi.
Friends with Israel while being sympathetic to Palestinian cause.
Friends with BD & Myanmar (political govt not the junta).

Does a big deal get finalized in an instant?
The military does various assessments and tests first. Then there are detailed negotiations on price, after sales service & parts etc. These things take time.
Even if India needs 10-15 systems, they are not cheap. Its better to start with one first and then see if we can build something similar on our own.
