Typhoon is a good aircraft and has some pretty good technology integrated, however it has only recently qualified itself to be a MR platform in the RAF. Rafale is not there completely.
The American hardware by far is the most tested and evaluated Multi Role platform that is available on the market. F-16 and F/A-18 have their pros and cons but from an avionics standpoint, they offer nothing less than what the Typhoon offers. The radars are in the same class or exceed the Typhoon's Captor (ECR-90). ECM suites such as DASS and SPECTRA are nice, however I believe the US ones such as the latest ALQ-211 (V4) AIDEWS on the Viper are very capable systems as well.
The difference is mostly in the flight regimes of the Typhoon as it is more maneuverable than the teen fighters, but when you take into account decent radars and very good BVRAAMs on the US fighters in addition to JHMCS and AIM-9x combination, the US teen fighters can hang in there quite well.
