I'm talking policies. AKP failed at all their policies besides building roads and super malls. This government is highly incompetent to do this job. It is not politics but hard reality.So explain your compare with SE and Qatar, so when ther was no problem in the SE you would give green light? Talk the pkk problem in a other topic.

This is not idea of akp but Turkish Navy, your comparing with foreign politics have nothing to do what the Navy wants.

What is the plan with the base?
For the Navy, initially its the access of Turkish Naval elements to Qatari airspace, ports and naval installations as well as logistic basement. The best example to be given would be the USAF's Incirlik AB. A forward logistics base for TNF&TURAF which will be a pocket saving opportunity for permanent Turkish presence in IOR.
The base will be established by TSK. It will mostly host army, air force and Special Forces personnel. Most importantly the unit will compromise a brigade-scale force, to be commanded by a flag officer assigned by Ankara.
I believe the prior goal will be enhancing the capabilities of TAF in the Gulf Region and the west of the Indian Ocean as well as affairs related to defense industry cooperation rather than just sending a couple ÖKK operatives to train "moderate rebels" in Qatar.
I think this is the initial stage. A couple years later there might be a second agreement in which we may see a permanent naval base for Turkish Navy in Qatar.
As for the Navy-Foreign Policy thing, besides the great powers, countries like Turkey, Spain...etc. use their naval force to implement their foreign policy in peacetime. Some might disagree with me but for us like it or not stronger navy means stronger foreign policy and in future public will realize it's importance.
