Conventional airborne surveillance systems enable to perform aerial surveillance of small-sized areas (~150×150 m) during day and at night. However, no general situational awareness can be created due to the fact that such systems serve at the restricted-sized areas, and only if targets are detected by means of any other intelligence methods, the targets can be monitored in detail.

Wide Area Surveillance Systems enable to perform surveillance continuously in areas as wide as a city center (~20km2) on concurrent basis. Thus, complete situational awareness can be created at the wider areas, and much more intelligence data can be collected.

Wide Area System enables to perform the following capabilities:

In addition, all of such scenarios can be managed concurrently through a single Wide Area Surveillance system. Thus Wide Area Surveillance System is a cost-effective solution thanks to this feature.Just looking at the wide area motion image is not sufficient alone in order to detect any threats. It is not possible for the operators to monitor all targets, detected by the system, and to generate intelligence, concurrently, due to the high volume of data. Wide Area Surveillance system detects and tracks all targets automatically, and stores them on its own database. Also, it enables to detect extraordinary events automatically. Such kind of intelligence collection is called activity-based intelligence. For instance, activities such as coordinated collections, and grouping and dispersing of people are detected by the system. In addition such activities are used to generate future risk predictions.

USA defense institutions has passed from reactive approach to the proactive approach upon occurrence of 9/11 attack in the USA, and has established fusion centers in many states and in the cross-border countries.

Open Source Intelligence

2.5 quintillion bytes of data are generated on the Internet daily basis. It is clear that any inference from such data ocean is difficult considering the size and variety of the data generated. However, any activity patterns available in such data ocean can be used for detection of any abnormal behaviors. Early warning signals of any potential threats are available in such large volume data. Many data sources such as newspapers, magazines, radios, televisions, social networks, video sharing sites, wiki pages, blogs, official reports, budgetary data, demographic data, press release, new tender and contract news, weather conditions, maritime and aviation security warnings, academic articles, etc. are included in the open source intelligence.

Social Network Analysis

Social networks can be monitored through the data such as open source social media, CDR (Call Detail Record) received from GSM operators, and IPDR (Internet Protocol Detail Record) received from the Internet service providers, and any relationships between the people can be detected, and any certain signatures can be searched through such network, and abnormal patterns can be detected. Such kinds of intelligence outputs and early warning systems are widely used at any fusion and decision support centers operating in the USA.

Activity-Based Intelligence and Patter of Life Analysis

Wide Area Surveillance (WAS) System, which is currently developed by ESEN on completely domestic basis, enables to perform surveillance continuously at the areas (~20km2), being as wide as a city centers, on concurrent basis. Thus, complete situational awareness can be created at wider areas, and much more intelligence data can be collected. In respect of each geographical region within the field of view of the Wide Area Surveillance System, high resolution motion imagery, and monitoring of automatically moving targets (cars, people, ships, etc.) are enabled.

It is not possible for the operators to monitor all targets that are detected by the system, and to generate intelligence concurrently due to the high volume of data. Wide Area Surveillance system detects and track all targets automatically, and store them on its own database, and enables detection of any extraordinary events within these track database. Such kind of intelligence collection is called activity-based intelligence. For instance, any and all activities such as coordinated collections, and grouping and dispersing of people are detected by the system. Thereafter, in case of monitoring such activities on 7/24 basis and for days, the patter of life of the relevant region is established, and future predictions can be generated. Intelligence generated from the Wide Area Surveillance system and any other intelligence sources (SIGINT, HUMINT, OSINT, etc.) can be processed along with the data fusion systems on common basis; thus, the accuracy and sensitivity of the intelligence obtained are increased, and new intelligence data can be accessed. For instance, in the event that track information of any car monitored by means of the Wide Area Surveillance system are subjected to the fusion with the data received from the license plate reading system, then it can be accessed to the plate of such car; and in the event that track data, credit card use details of any person monitored are subjected to the fusion along with the SIGINT, HUMINT and OSINT, then it can be accessed to the identity details of such person.

The important part is whether they are being operated by TAI personal or by the armed forces. Because we heard similar story before, but it turned out that the Armed forces did not take it fully and was being used by TAI operators, under TSKs orders. Or something like that can't remember...

I checked the article again, the photo of the anka does not bear any marking belonging to the air force; just TAIs....
