As well as Iraqi ISAF in Mosul. Dunno, seems to be quite a loose restriction the US has for these.

There's word that the pic of Iraqi Forces with GPNVG-18 is a knock-off system. Don't know how much truth there is to that, not an expert.

If it is only for US mil/law enforcement use, how did the Germans and Italians get their hands on them?

The person who said that its only for US mil/law enforcement use got that information from the link below. He misunderstood, the website states they only sell to mil/law enforcement, not to civillians. This does not mean foreign military sale is prohibited, this product is cleared for export. The ISOF version isn't a knock-off either, they only use top-grade equipment, mostly from the US.

Export of the commodities described herein is strictly prohibited without a valid export license issued by the U.S. Department of State Office of Defense
The above doesn't count for foreign military sale, what they stated on their website is for sales not through FMS(foreign military sales) procedure, when states purchase they go through FMS. Also as they state on their website, its cleared for export with a valid export license from US DoD.
