I think we are overrating the threat of "terrorists" in terms of development of such technology when the real threat emerging for Turkey is countries like the US. Just like China and Russia (and Israel), Turkey should concentrate building high level weaponry to be able to deal with superpowers like the US and Russia and to my understanding, the main way to deal with such countries is blinding their satellite systems.
I'm not an engineer, neither do I have technical expertise in such things. But I believe China has built or working on something that can blind US satellites using lasers:

At least they've got the right idea in my opinion. The US war machine is highly dependent on satellites and electronic intelligence systems. Take, for example, the F-35. If a country is able to blind the American satellites, F-35 becomes blind metal in the air. Same applies to American missiles and other aircraft (both manned and UAV). If you can blind or take down American satellites, you can take down their aircraft and their smart missiles become useless.
This is what Turkey needs to focus in my opinion.
