ANKARA/TRIPOLI - Turkey will send troops to Libya at the request of Tripoli as soon as next month, President Tayyip Erdogan said on Thursday, putting the North African country's conflict at the center of wider regional frictions.

Libya's internationally recognized Government of National Accord (GNA) in Tripoli has been struggling to fend off General Khalifa Haftar's forces, which have been supported by Russia, Egypt, the United Arab Emirates (UAE) and Jordan.

An official in Tripoli confirmed a formal request had been made for Turkish military support in the air, on the ground and at sea.

The official, who asked not to be named, spoke after the GNA's interior minister, Fathi Bashagha, suggested in comments to reporters in Tunis that no such request had yet been made.

Haftar's forces, which are based in eastern Libya, could not be reached for comment.

Haftar's fighters have failed to reach the center of Tripoli but have made small gains in recent weeks in some southern suburbs of the capital with the help of Russian and Sudanese fighters, as well as drones shipped by the UAE, diplomats say.

The Chinese-made drones have given Haftar "local air superiority" as they can carry over eight times the weight of explosives than the drones given to the GNA by Turkey and can also cover the whole of Libya, a U.N. report said in November.

Last month, Ankara signed two separate accords with the GNA, led by Fayez al-Serraj, one on security and military cooperation and another on maritime boundaries in the eastern Mediterranean. The maritime deal ends Turkey's isolation in the East Mediterranean as it ramps up offshore energy exploration that has alarmed Greece and some other neighbors. The military deal would preserve its lone ally in the region, Tripoli.

"Since there is an invitation (from Libya) right now, we will accept it," Erdogan told members of his AK Party in a speech. "We will put the bill on sending troops to Libya on the agenda as soon as parliament opens."

The legislation would pass around Jan. 8-9, he said, opening the door to deployment.

Tension with Russia

For weeks Ankara has flagged the possibility of a military mission in Libya, which would further stretch its armed forces less than three months after it launched an incursion into northeastern Syria against a Kurdish militia.

Turkey has already sent military supplies to the GNA despite a United Nations arms embargo, according to a U.N. report seen by Reuters last month. Erdogan visited Tunisia on Wednesday to discuss cooperation for a possible ceasefire in neighboring Libya and said on Thursday that Turkey and Tunisia had agreed to support the GNA.

Tunisia's presidency said on Thursday the country would never join any alliance or coalition and it would maintain sovereignty over all its territory, in an apparent response to Erdogan's comments.

Moscow has voiced concerns over any Turkish deployment in support of the GNA. Russian President Vladimir Putin spoke to Italian Prime Minister Giuseppe Conte on Thursday and they agreed the crisis must be resolved peacefully, the Kremlin said.

Erdogan, however, has said Turkey will not stay silent over mercenaries from the Kremlin-linked Wagner group supporting Haftar.

"Russia is there with 2,000 Wagner (fighters)," Erdogan said on Thursday, also referring to some 5,000 fighters from Sudan in Libya. "Is the official government inviting them? No."

"They are all helping a war baron (Haftar), whereas we are accepting an invitation from the legitimate government of the country. That is our difference," he said.

Haftar's Libyan National Army has been trying since April to take Tripoli from the GNA, which was set up in 2016 following a U.N.-brokered deal. The UAE, Egypt and Jordan have for years provided military support for Haftar's forces, U.N. reports have said. None of the countries has confirmed this.

Russian mercenaries have put more pressure on the GNA and "accelerated this quid pro quo between Tripoli and Ankara," said Sinan Ulgen, a former Turkish diplomat and chairman of the think-tank Center for Economics and Foreign Policy Studies.

"So the troop deployment must happen right away, but the risk is that Turkey is being sucked into a military game where the only path is more engagement and escalation," he said. Turkish and Russian officials held talks in Moscow this week to seek a compromise on the issues of both Libya and Syria, where Russia backs President Bashar al-Assad.

In the Mediterranean, Turkey is at loggerheads with Greece, Cyprus, Egypt and Israel over rights to resources off the coast of the divided island of Cyprus. Athens says Ankara's maritime deal with Tripoli violates international law.

I think Turkey stayed too late to help the legitimate government of Libya as all West powers with their regional proxy states support the puppet government of Hafter....

Even yesterday, Trump made a phone conversation with Sisi hinting they are againist a foreign intervention in Libya..

All democratically elected governments in the region abolished by West and Israel. After Libya next targets are Tunisia and Algeria..

West and Israel want tryrannic monarchies or regimes with full obeiedence and submission....Democracy has no chance to live in the region due to aggressions of colonialist West powers.

I doubt Egypt will do that since this Sisi military regime are already hated by 70 percent of their population who back Muslim Brotherhood in the first Egypt fair election. Majority of Egyptian support Turkey and Sisi doenst want to enter conflict that can endanger its own regime.

If this happens .... the Egyptian Army will show his Flag in the entire Barka Region in Libya which is 1000 KMs from the EGY-Lib boarders to protect our Libyan brothers and Sisters from Turkish / NATO Invading Troops and their ISIS allies just like Syria.

First of all Turks are representing NATO which is something Egyptians are against .... as Egyptians are not like the Turks .... we will not allow this western alliance to have troops in our soil .
FYI the Libyan GNA in Tripoli is not elected .... it comes to power as a result of international agreements .... the only elected authority in Libya is the parliament.

This will lead to war .... or at least as I said the Egyptian Army will cross the boarders to protect the entire Eastern Libya Region (Barka ) from NATO proxy invasion ( Turks ) .

Sisi is a president through the Egyptians.... and if we want him out we will do it ... just like what we did to Mubarak and Morsi .... we can do It again and again.

But now ..... he has to take actions against the invading NATO Troops to Libya and by doing that he will raise his credit internally just the opposite of what you are dreaming Indo ..... to appear like the protector of Egyptian interests just like our historical great leaders :

Lol.. another delusionist who lives makes up things. 70%? Why not claim Egyptian will abandon Arabic and embrace Turkish culture? You sounds like high on grass. Egyptian will United under a war against foreigners. Turkish will enroach their land and Egyptian will protect against their foothold in Libya at all cost.

Your internal politics is not too difficult to digest. Your country is once again run by a dictator after successfully dump Mubarak. It is because some of 30 % of your population which consist of Christian and secular nationalist Muslim like you who lost in the election cannot abide with the rule of the game of a democratic country.

You start flooding the street and make the nation hijacked by huge demonstrations making the nation economy in limbo. Similar condition that also happen in Thailand between Red and Yellow protester. The different between you and Thailand is that in Thailand each group voting result are not so much different while in Egypt both Islamist parties who back Mursi government got 70 % votes. This is a very huge win that should be respected but your kind is just traitors of Egyptian democratic movement.

Another traitor of your nation who run your military then take advantage of the situation and make a coup and put Mursi in jail and disband Muslim Brotherhood plus killing many Islamist in the street who protest Sisi illegal and shameful action. Similar condition also happen in Thailand and even until now its military still grasp huge chunk in parliament by force.

I bet not only 70 % of Egyptian who hate Sisi but also some of secular nationalist who still has heart and a true democrat since not all of them were going out to the street to oppose Mursi. I bet only less than 5 % who actually flood Egypt street to protest Mursi during that time.

No, you cannot overthrow Sisi since he will use force to protect his dictatorship. At least not now where other Egyptian Military generals are either coward or traitor to its own people. Your armed force are well known for that.

I actually want to tell similar condition when Indonesia was ruled by Soekarno trough dictatorship when he disbanded parliament and also Islamic parties in 1959. People start to hate him because of that. This condition become worst after Soekarno wage a war with Malaysia, another Muslim country, during 1960-1966 period. Luckily Malaysia was help by Commonwealth countries like British, Australia, etc during that time. Fighting Malaysian were not popular among Muslim population and demonstration started to arise and lead by Islamic university student (HMI). Army get split and it ended with Soekarno downfall. Similar condition can happen with Sisi if he want to bring troops to Libya to help another dictator, and with all of atrocities he has made, he can end up being hanged.

Politics in Muslim nations are not too much different. It is a fight between secular nationalist vs Islamist. The different between democratic nation like Indonesia, Turkey, Pakistan, Marocco, Tunisia, etc compared to Egypt is that both groups in that nations respect the rule of the game and dont want to come back to dictatorship anymore regardless election result. Their democracy has become matured although still not perfect.

I want to tell you my country experience. After embracing democracy in 1998, Indonesia first parliamentary election is won by a coalition of Islamist parties with Nationalist parties who are close to Islamist group. This coalition has made huge change on constitution that secular nationalist opposed. Despite different in ideology both secular nationalist parties vs Islamist parties can still work together in parliament. The next two election were still won by coalition of Islamic parties with National religious parties and one of the result is giving autonomy status and Islamic law to Aceh province which is also opposed by secular nationalist party. And since 2014 the secular nationalist won the election and the Islamist and nationalist religious parties also respected the result. This is the way civilian should act so that democracy and civilian supremacy can be protected.

Our military, alhamdulillah, also understand the will of the people and accepted the parliament decision to eliminate its political role during early period of our democracy. In the past our Armed force has huge portion of seats in Parliament, given by Soeharto.

This is Prabowo Subianto campaign in Jakarta. He got 45 % vote in the election and he is supported by Islamist group. You can see that even his campaign in the morning was preceded by Tahajud and Fajr prayer among his supporter. We also have huge Islamist supporter here. The politics of Muslim nation is not much different.
