The Turkish government has introduced a national airplane construction project entitled “A Turk in the sky,” with jets completely designed and built by Turkishengineers and flying as soon as 2019. “The first plane to be built within the framework of Dornier 328 model will start flying
in 2019,” Prime Minister Ahmet Davutoğlu said on May 27 at the project’s launch ceremony in Istanbul, as quoted by Anadolu Agency. “The design of the 628 model airliner will be completed in 2020. The first [628] flight will be in 2023,” he added.
The planes will not only be used as passenger airliners but also as military transport aircraft, VIP planes and air ambulances, he said.

“As a rising country, Turkey has been very late in developing its national defense industry. It acted very slowly and lost decades,” he added. He stated that Turkey would be a country which no longer buys weapons, planes, trains and technology from other countries.
The Dornier 328 model, which is used in other countries, has the capacity of 32 passengers. By using this model, Turkey will develop the 628 model with the capacity of 60-70 passengers by 2023, according to the press release. The Transport Ministry and the Undersecretary of Defense Industries will run the project.

The main contractor of the project will be STM Defense Technologies (STM), which inked a memorandum of understanding with U.S.-based Sierra Nevada Corp. (SNC) to develop the airplane, according to the press release.
The accompanying systems of the initial airplane with the capacity of 32 passengers will be produced by Turkish TAI, Aselsan, TEI, Havelsan, THY Technic, Alp Aviation, Kale Aviation, TCI, TSI and others under the leadership of STM.

The jet engine model of the airplane will be named TRJ-628 and its turboprop engine model, TR-628.

You might be right..but..:

Indonesian and Turkish aviation firms agree to collaborate on N245 commuter aircraft

Turkey had also hoped for building a domestic airliner. In 2015, the Turkish Undersecretariat of Defence Industries (SSM) awarded the U.S.-based (but Turkish-American owned) Sierra Nevada Corporation (SNC) and its TRJet initiative to spearhead the program. SNC owns the German aircraft marker Dornier, and had proposed a variant of the Dornier 328 in the TRJ328. It is not clear where the TRJet initiative is currently at in terms of progression, though TAI’s entry into the PTDI N245 could provide a complementary avenue.

In July 2016 there was news about the guys from TRJet making deals with a Canadian firm for engines. But it's radio silent since October 2016. I do hope the project is still alive but the lack of news is concerning.

Their website is still live though.

I am really happy that this stupid project has never been realized. We don't have the financial resources and technological knowhow and in addition our domestic market is too small. Thus, I am really happy that we cooperate with Indonesia on this field. Together we're reaching a critical mass and capacity to make this project a success.

In all honesty, as a student of aeronautical engineering i couldnt have agreed more with you. The amount of resources, infrastructure and brain power that is required into creating a functioning competing airplane is beyond Turkey's capability, plus even if you managed to create one you couldnt possibly find much succes in this brutal sector where competition is far to fierce. Even Russia didnt make a dent in the market with their Sukhoi Superjet.

. .
When will the study end and we have a new aeronautical engineer?

In about 3 years and yes there is an international study for that specifically in Delft. Though i think the one in Amsterdam is much better, kinda regret leaving there but whats done is done.
