Turkey hopes to do it because it is beneficial to its economy, and it also means that Turkey is in competition with other suppliers.. this is an open world market where suppliers hope for a big deal.. I am for Turkey getting the deal if it competes well, and since all other suppliers are pressed by KSA to provide ToT, the amount of the latter will play an important role in the deal.. my guess is that Turkey will get the deal with its ToT offer, but will the main systems sought after satisfy KSA's requirements? that is the question, and it revolves on what systems are involved in the deal..
For example, KSA is looking for 5 to 10 modern corvettes.. you have at least: France, Spain, Italy, Turkey and the US competing for it.. KSA wants its corvettes with a very good suite of weapons and electronic systems, than there must be comparisons between the offers and the final choice will go to the closest to the requirements, and here the amount of ToT might or might not play a big role, it all depends on what KSA intends to do with the Ships.. use them the soonest possible or make them in KSA..
There are also pending deals with the US for frigates, this has been going on for a decade now and still no news.. Apparently KSA wanted AEGIS and SM6 and its family of missiles, but they just became available in 2016 for export.. So, so many things can speed up or delay a deal..Hopefully it will be fast with Turkey and with good amount of ToT.. This is if it is a Naval deal.. we do not know what the deal is about yet..
