I don't think a base means a military base. Remember LeT camps in PoJK? With a lawless north that is increasingly out of Pakistan's control and going even more lawless, don't be surprised if these are. Although Chinese need to confirm about this before taking any drastic steps.

Non-arab Asian Muslim nations are dependent on financial help and jobs from oil-rich Arab countries. These countries need to move away from this dependence and avoid the indoctrination that is still going on. Pakistan and Afghanistan is the worst affected and USA had a large role in bringing Jihadism in this region, after Soviet invasion of Afghanistan.
