The thing is that pakistan has recently started targeting them in afghanistan through artillery and according to local afghan villagers in afghan media, ground operations as well ( not me saying this, afghan media citing locals near the durand border having seen pakistan helicopters dropping troops and taking prisoners) so it has got to be hurting the TTP. On top of it all the fencing on the border and forts and check points is making their capabilities all the more weaker creating demoralization.

It seems many commanders of the group and ground soldiers are thinking of a surrender for TTP to give such a Fatwa.

Their entire game plan relied on brainwashing Pakistanis into becoming anti state and for civil war to erupt and them to come in during the vacuum.

Clearly following Indian wet dream they didn't realise Indians are masters of fantasy racist anti Pakistani nonsense so this plan has clearly failed. Not sure how many millions India has wasted on TTP and funds must clearly have dried up.

As soon as the border fence is completed should go in for 1 final surge in Kunar and Nuristan and do door to door executions.

Just goes to show the morale of TTP. TTP is history now, the top leadership has been assassinated by ISI through the planted agents within the ranks of TTP. However few members from high command are operating from safe heavens provided by RAW and Afghan intelligence. They cannot operate now independently. The most they can do is issue such Fatwa's .
