They have internet access in Afghanistan?
The Internet is one of many sectors in Afghanistan in a process of reconstruction from the dilapidated status it has had since 2001. It was banned by the Taliban in July 2001 because it was thought to broadcast obscene, immoral, and anti-Islam material, and because the few Internet users at the time could not be easily monitored as they obtained their telephone lines from Pakistan.
The current government recognizes the Internet as an important source of growth and development for the country, believing that ICT can create opportunities for disadvantaged groups and improve the access of the rural poor to markets.
However, the struggle to make the Internet widely available is an arduous one. With a total of 1,200 Internet subscribers and an average of one Internet user per thousand people for a total of 30,000 estimated users, Afghanistan remains almost completely outside the cybersphere.
At present there are at least 22 Internet Service Providers giving their services. Internet in Afghanistan is also at the peak with at least 535,000 users in 2007. The following is a list of the Internet Service Providers operating in Afghanistan:

I guess if the user is an Afghan he sure is accessing it from outside Afghanistan , even maybe from Pakistan.
