So , poverty alleviation can mean different things in different regions in China , if you make 1000$ per month, you can still live in absolute poverty if you don't own a house in Beijing, but in Xinjiang you can live an OK decent life based on the local price there.

Buffet in Xinjiang Urumqi, 11 $ and all you can eat

Cost of living in Xinjiang is incredibly cheap!!! even in big cities in Xinjiang. I think although they make less than in-land Chinese cities but the quality of life can be on par or even higher.

The Korean BBQ and Japanese Hotpot buffet I frequent in Singapore is around that price as well.

Lunch is SGD15, or USD10.

Food variety is not even nearly as many as the Urumqi one, let alone the eating environmnet, your photo is just like a crappy street diner while Urumqi one is nothing short of a top 5 star hotel with all kinds of food and drinks for you to pick.

Ok maybe good in Xinjang.
In general chinese foods is out. Vietnamese foods is in. Here in Germany most chinese restaurants are empty, while people queue up the streets to have a seat in a Viet resto. chinese resto owners pay too little attention to quality foods.
