Induction of BrahMos Missile
BrahMos Supersonic Cruise Missile with multi-mission capabilities is unique in the world. The system has been inducted in two regiments of the Indian Army and eight warships of the Indian Navy. Air version of BrahMos Missile is currently in developmental stage.
There is considerable potential for enhancement of capabilities in different versions in terms of speed and accuracy. An upgraded version called `Block-Ill` has recently been demonstrated to Army for mountain operations with steep-dive capability.
Development of all versions is being undertaken by India-Russia joint venture with US $ 300 million share capital and the Indian contribution has been 50.5%. BrahMos is a force multiplier and is a very important component of the striking capabilities of our Armed Forces, against land and sea targets.

Tender for Helicopters
Request For Proposal (RFP) for procurement of 56 Naval Utility Helicopters (NUH) was issued on 4.8.2012, prior to commencement of inquiry by CBI in the VVIP helicopter case. RFP for procurement of 14 Twin Engine Helicopters for the Indian Coast Guard was likewise issued on 5.11.2012. Only two companies have submitted bids for the NUH case and three companies submitted bids for the Twin Engine Helicopters case. The bidders include M/s. Augusta Westland. Since no decision to debar the said company from participation in the procurement process has so far been taken, the bids are under process.

Night Combat Gears
The Army`s capabilities for night combat are being met with current and planned future procurements.
Effective night combat requires a variety of equipment that would include Passive Night Vision Devices for Infantry and Aviation, Hand Held Thermal Imager (HHTI) for Artillery, Mechanized Infantry, Thermal Imager Fire Control Systems (TIFCS) and Thermal Imager Stand Alone Systems (TISAS) for Armoured Corps, etc.
While there are several procurements cases in progress, there is no single night combat gear acquisition case worth Rs.3,000crore under consideration at present.

Advanced Computing System
Defence Research and Development Organisation (DRDO) has installed High Performance Computing (HPC) System for its strategic applications. The present computing system has a peak performance of 40 teraflops and the upcoming system is targeted to have a capacity of 300 teraflops.
The major applications of the HPC system include Computational Fluid Dynamics, Composite Material Design, Finite Element Modeling, Smart Materials, Cryptanalysis and also to solve complex mathematical problems.
The 300 teraflops of HPC system is likely to be operational by end of 2013. This information was given by Defence Minister Shri AK Antony in a written reply to Shri BhismaShankerKushalTiwariin Lok Sabha today.
Main Battle Tanks
The Government has assessed the requirement of Main Battle Tanks (MBTs) that would be required for defence preparedness.The requirement for Main Battle Tanks (MBTs) for defence preparedness has been assessed and laid down in the Long Term Integrated Perspective Plan (LTIPP) document for the period 2012- 2027. Disclosure of further information on the subject is not in the national interest.
The Main Battle Tanks (MBTs) ARJUN Mark I have been manufactured indigenously and ARJUN Mark II is under development. The T-90 tanks are manufactured indigenously by Ordnance Factory Board (OFB) under licensed production from Original Equipment Manufacturer (OEM). The Future Main Battle Tank (FMBT) is under indigenous design and development.

Defence Procurement Procedure
The review of the Defence Procurement Procedure (DPP) which deals with capital acquisition cases is a continuous and an ongoing process. Para-76 of DPP-2011 stipulates review of the procurement procedure to be undertaken by the Defence Procurement Board (DPB) after every two years. The amendment proposals based on the current review have recently been approved by the Defence Acquisition Council (DAC). These amendments aim at enhancing indigenization, reducing processing time and bring further clarity in the capital acquisition process. Some of the salient features of these amendments are as follows:-
(i) Prioritization of various categories of capital acquisitions under DPP: Preference will now be given for indigenous production. The Categorization Committees will now follow a preferred order of categorization beginning with (1)*Buy (Indian)` followed by (2)Buy& Make (Indian)`, (3)Make` (4)Buy & Make with Transfer of Technology` and (5)`Buy (Global)`.
(ii) Finalization of Services Qualitative Requirements (SQRs) before grant of Acceptance of Necessity (AON) and reducing the time of validity of AON: The proposed amendments now stipulate that the SQR will be frozen before the AON has been granted. Further, the validity period of AON has also been reduced from two years to one year. Together, these measures are expected to expedite the acquisition process and increase transparency.
(iii) Simplification of `Buy & make (Indian)` procedure: The procedure for `Buy & Make (Indian)` cases has been further simplified. It is expected to result in faster processing of the cases under this category.
(iv) Clear definition of Indigenous Content: The `Indigenous Content` has now been defined in more specific term providing requisite clarity.
(v) Enhanced delegation of financial powers: The financial powers of the Defence Procurement Board (DPB) for according AON has been enhanced from the existing Rs 100 crore to Rs. 300 crore for capital acquisition cases. Likewise, the financial powers of the Services Capital Acquisition Plan Categorization Higher Committee (SCAPCHC) has been enhanced from the existing Rs50 crore to Rs150 crore.
(vi) Advance Consultations for `Make` Procedure: The proposed amendments also mandate advance consultations with various stakeholders including DRDO and the Indian Industry on the potential `Make` cases. This is expected to improve the participation of the Indian Industry in the `Make` category cases.
(vii) Powers of DAC: Approval of all deviations from the DPP will henceforth be sought from the DAC instead of the RakshaMantri.
Efforts are at hand to promulgate the amended DPP within the current quarter of the Financial Year 2013-14.

Artillery Guns
The stipulated induction of 155 mm Medium Guns has been delayed on account of ban on some of the vendors and non-compliance to GSQR parameters by certain other vendors.
Procurement of new generation artillery is in consonance with the approved Artillery Profile which has a mix of different caliber gun systems. A mix of calibers is deemed beneficial for the army.
Some of theOriginal , Equipment Manufacturers (OEMs) who manufacture above guns have been debarred in March, 2012 from further business dealings with Ministry of Defence for a period of 10 years in the case of illegal gratification to DG Ordnance Factory Board (OFB), while another vendor has been debarred for violation of contractual conditions since 2005

Modernisation of NAVY
Modernisation of the Indian Navy is an ongoing process keeping in view the prevailing security environment, threat perceptions, emerging technologies and capabilities to be achieved. The budget allocation of Indian Navy for 2013-14 is Rs. 34212.33 crores out of which Rs. 22738.70 crores is earmarked for modernization purpose.
No, adequate funds have been provided to Navy to cater to the modernization requirement.

Defence Allocations
The projected budgetary requirements for the financial year 2013- 2014 for the Defence Services and departments covered under the Defence Services Estimates and the provision made in the Budget Estimates (BE) 2013-14 are as given in the following table. The table also indicates the projected requirement and allocation under the revenue and capital heads-
The budgetary provision of Rs. 203672.12 crores made for the Defence Services Estimates is 27.35% less than the projected requirements of the various Services/ Departments. The funds allocated are adequate to meet the obligatory charges, essential maintenance requirements, contractual commitments and some fresh modernization schemes for the present. Additional requirement of funds as necessary will be projected depending on pace of utilization of allocation, progress of ongoing and new modernization schemes and other priority requirements.

Field Firing Ranges
There are a total of 66 Field Firing Ranges held with the Army. State wise detail of these Field Firing Ranges is as under-
Government is considering modernization of most of acquired Field Firing Ranges. The modernization being an ongoing process will be carried out in a gradual manner. The funds will be allocated accordingly.
There have been very few accidents involving civilians from surrounding villages particularly in Rajasthan while collecting fired shells of ammunition from Field Firing Ranges. Most of the Field Firing Ranges in Rajasthan are acquired ranges and scrap collection is given on contract as per laid down procedure.
As per the records held with the Army, there has been only one such accident in Rajasthan since last three years in which one civilian, Mr. Banwari, S/o Shri Sukharam, R/o Vill-Kishan Nagar (Rajasthan) died while collection of metal scrap from Pokharan Field Firing Range (PFFR) in Rajasthan. The deceased was an employee of the Civilian Contractor who was awarded the contract for collection of metal scrap for the year as per laid down procedures. No relief was required to be provided by the Government as per terms and conditions of the contract.
Safety at Firing Ranges is the prime concern during firing. Towards this end, the following is being ensured:-
(i) Detailed safety instructions have been put in place in the form of Range Standing Orders for each range, which include detailed Safety Instructions.
(ii) Before a unit carries out field firing at a range, prior intimation is given to the civil local administration including police so that the civil population of the area is informed well in advance.
(iii) Warning boards are placed at frequent intervals along the range boundary warning people not to enter and not to touch any unidentified object lying or buried within or adjacent to the range area.
(iv) During firing, range sentries are placed as given in Range Standing Orders to prevent entry in the range area.
(v) A police representative is present throughout the conduct of firing at notified ranges.
