It is a pretty small number in a country of 1.3 billion people.

A few thousand (even a lakh, which it is not) of menace doesn't really matter. If they work for the progress of the country and their state, they will be most welcome to access all facilities of the government such as healthcare, education, government service etc.

The rise started already and will never be silent ever though sometimes, those innocents are being played in the hands of politicians otherwise, the list of atrocities, rape victims, martyrs and farmers killed in fake encounters, is long that cannot be ignored except revenge by their heirs and sons/brothers.

Burhan Wani story tells that that is only one name reported but the tide is high for occupier and there is no other solution but right of determination/freedom for Kashmiris.
