This sounds offensive, outrageous and un-real, how could a country ask for a terrorist attack to get out of its troubles... but in the case of India - you find all the right reasons which would make India wish for it. Here is the case.
Kashmir is running into 44th day of continuous curfew, the longest our times have seen outside wars. Despite having 600 thousand military personals in the valley, despite using 13 million pallet guns on men, women and children alike, killing nearly 100 Kashmiris on the streets, situation is out of its control with no hope of recovery.
Government of Pakistan, despite having a bond with Kashmiris and being a party to Kashmir dispute - is verbally passive. Ignoring national sentiment, Nawaz Shareef is silent at a time when brutality of India in Kashmir has reached to its new maximum. Absence of active support for Kashmiris from GOP has deprived India from blaming Pakistan for the situation and when Modi tried anyway, he had no substance behind his blames.
However, India is not out of options yet. There is something which can put Pakistan in the reverse gear, prevent the world from blaming India and go silent on Indian brutalities in Kashmir. All India needs is a victim face and all so helpful terrorist attack on Indian soil done by Kashmiris, supported by Pakistani army would do this job right.
An act of this kind will tick all boxes for India leaving following gains;
I also see India’s today’s action in Myanmar rather a staged act. After having done that recently, after the staged incident, India could demand of itself another action against culprits in Pakistan. Foreseeing a “genuine” threat, Mian Nawaz Shareef would sympathize with India more than India wanted and would “act” against already banned organizations. India would welcome Mian Nawaz Shareef’s support towards elimination of terrorism, earning him some browny points on international stage while blaming Pakistan Army once more.
Back in Pakistan
Creating a war-like situation with Pakistan, India would earn Mian Nawaz Shareef some breathing space on his chair as PM. There are two street movements going on against Nawaz Shareef lead my Imran Khan and Tahir Ul Qadri and in a war-like scenario, both campaign runners will have to subside their movements in Nations best interest.
ON THE MAIN NOTE
Now this can all be wrong as this is not fore-telling, but I see logical dots connecting which lead to this conclusion. I hope, pray and wish every human safety and security and may peaceful protesters in Kashmir get their right of self determination.

- Divert attention from “Kashmir Liberation Movement” and instead render it as “Kashmir terrorist movement”.
- Get a back-dated justification of its crack down on Kashmiris.
- Get a back-dated justification that it was Pakistan orchestrating instability in Kashmir before.
- Divert world focus to Pakistan and make Pakistan act instead.
- Malign Pakistan Army and gain some international support for Nawaz Shareef.
- Prevent any near future support from Pakistan towards Kashmiris and their cause of liberation.
- An unfortunate death of innocents at a mass scale.
- An alleged involvement of Kashmiris who would claim they did this to liberate Kashmir or avenge death of Kashmiris through the hands of Indian soldiers.
- An alleged involvement of Pakistan Army and Pakistani based Kashmir sympathizers
