TIB urges government to ensure level playing field for all parties


The Transparency International Bangladesh (TIB) urged the government on Thursday to ensure a level-playing field for all political parties to make the upcoming national election free, fair, impartial and inclusive.

It also suggested bringing necessary legal reforms to eliminate conflict of interest among the political parties, gaining their trust, ensuring neutral role of the administration and law-enforcement agencies, and ensuring free flow of information.

These were recommended at an event - "Inclusive Elections: Ways to Overcome the Challenge of Democratic Governance" - organised virtually by TIB, marking the International Day of Democracy.

TIB executive director (ED) Dr Iftekharuzzaman presided over the programme, also participated by its adviser (executive management) Sumaiya Khair, and director (outreach and communication) Sheikh Manjur-E-Alam. TIB director (research and policy) Mohammad Rafiqul Hasan presented the keynote paper.

Speaking at the programme, Dr Zaman said the Election Commission (EC) must analyse and prioritise the key issues to ensure participation of all registered political parties in the upcoming 12th national parliamentary election.

Expressing concern over ensuring level-playing field for all, he said, "If the ministers and parliament members stay in their respective positions during the election, the question of manipulating it naturally comes up."

To ensure impartial role of the election-time government, the EC should take necessary steps to reform its regulations, he opined.
Mentioning that the caretaker government system is not the only option to ensure neutral role of election-time government, the TIB ED noted, "We believe that legal reform is essential to follow the framework of election, held under the ruling government, as per the global democratic practices."

At the same time, unbiased role of the administration and law-enforcement agencies should be ensured in organising the polls.
"In the last two national elections, role of the administration and law-enforcement agencies was very controversial."

Posting and transfer of officials of the administration and law-enforcement agencies should be in the hand of the EC during the election, Dr Zaman noted.

Besides, he emphasised free movement of election observers, media personnel and others concerned during the election.

With your genius mind, you should first study and learn about the American election system before talk more ignorance about the BD system of ballot stuffing at midnight and declare the BAL party winning the next evening.

So, better you learn about the US election system and the background of introducing that system.

Hasina would love the US election system.

No need to stuff ballots at midnight.

You simply have an electoral college who declares you the winner despite losing the votes.

Ask Trump and Bush - they lost the votes but still won.

You said before 2018 election that Hasina should remain one more term. Now you are saying she needs to stay till 2030.

People of subcontinent are not like Chinese. BAL can't be an alternative to CCP in thousands of years.

That's not right. They will get more or less 80-100 seats. Be consistent.

Since Jamat left BNP do major threat to BAL has gone. Jamatis might have 5-7% vote , but it's well distributed between all constituency!

But BAL surely can't form govt in next 10-20 years if all elections will be fair.

A modern nation cannot be beholden to one political party forever. We have 165 million people which is half the population of the US.

Stability is good for the nation - but at some point, you need to change the game to get better (more qualified) leadership instead of the political cadre goondas and uneducated hoodlums we have now as MP's and ministers.

Current "crouching monkey India-order-taker govt." has to go.

Bangabandhu was a nice motivational leader but he had his foibles just like any other man. Let's not go into details which we have aplenty.....

Btw, agree with your point about Mujib. Excellent figurehead but a terrible administrator.

But Zia was a terrible figurehead as well as a terrible administrator.

Mujib as President and Saufur Rahman as PM - would have done wonders for BD.

But Mujib decided to surround himself with socialists and communists.

But what if Hasina herself is planning her own safe exit? Like ruthless attack on BNP and later military takeover like 1/11? Who knows what's going inside curtain?

The national unity govt with a technocrat head where all parties will have representative? Since no political head of govt , so it will be easier for everyone to accept?

And the govt won't take any action against Hasina! What if she is planning the same kind of safe exit?
