Human trafficking should be punishable by death anyway. Why are you surprised some religious clerics selling Muslim girls young as 13 to atheists? Just some info about China's marriage law:
1, Chinese are not allowed to set up any organization to broke international marriage outside of China;
2, A legal age of a girl to register her civil marriage must be above 20 years old;
3, A "marriage" with an under aged girl will not be recognized or accepted by Chinese civil authority; and a forced "marriage" with under aged girl is legally considered as RAPE;
4, Double marriage is considered as a crime, at least very strictly adopted for the Hans, in China.

Any "Han" Chinese committed crimes on any of the cited above will be punished in China！
