China had to tell the details before China figure out what's really going on, no country will shut down a country before knowing exactly what a virus is and how contagious and virulent it is. that's common sense. during H1N1, US didn't locked down a single city or state.

There are so many misinformation spreading around the internet, Let me correct some of those for you.

1. 30 December 2019, The whistleblower Dr Li Reported the hospital about the "Sars" virus . and the leaked the info to his classmates later on the same day.
2. 31 December 2019, China informed WHO about covid 19 (the virus wasn't known by then)
3. 3rd Jan 2020, Dr Li was questioned and ordered to signed a letter of admonition promising not to "making false comments on the internet" again, then he returned to work.

Answer to your questions:
1. After the virus was reported to local hospital by Dr Li, it only took one day for China to report the covid 19 to WHO. So, i don't think China was trying to cover up anything, so your 2 months claim is baseless.

2. Dr Li was silenced few days after China informed WHO, so china's motive was definitely not to cover up. Dr Li leaked the info and claimed the virus was "Sars", actually it turns out this is a new virus Covid 19.
So, no one was actually really know what this virus was about. I would say it's safe to assume China silenced Dr Li was trying to avoid the public panic since they haven't confirmed the virus yet.

3. No doubt there are some low qualities medical supplies from Chinese companies. Some countries decided to purchase the medical supplies from the uncertified companies of their own choice instead the certified companies from the certified companies that Chinese government recommended.
