کیا کبھی اس ملک میں کوئی ایسا دن بھی آئے گا جب اس قسم کی غیرمہذب بلکہ غیرانسانی اور منحوس خبریں ڈھونڈنے سے بھی کہیں دکھائی اور سنائی نہیں دیں گی کہ....وزیراعلیٰ پنجاب جیسے ’’خادم‘‘ کے صرف 8سرکاری دفاتر ہیں جن میں صرف 188افسروں سمیت صرف 701ملازمین تعینات ہیں۔ کلب روڈ 1، 5، 7، 8، 90شاہراہ قائداعظمؒ، پنجاب اسمبلی، ارفع کریم ٹاور وغیرہ کے دفاتر مشیر و دیگر استعمال کر رہے ہیں۔ 180ایچ ماڈل ٹائون کو سکیورٹی وجوہات پر کیمپ آفس کا درجہ دیا گیا ہے جبکہ دستاویزات میں صرف 2دفتر دکھائے گئے ہیں۔ وزیراعلیٰ کے ہیلی کاپٹر پر42، گرائونڈ طیارے پر 4پائلٹس سمیت 44اہلکار تعینات ہیں اور صرف 25کروڑ کا بجٹ مختص ہے۔ گاڑیوں کا پورا فلیٹ موجود ہے، کاغذات میں صرف دو کا بتایا گیا ہے۔ روس سے ہیلی کاپٹر لانا 4ارب میں پڑا۔دروغ برگردن راوی، میں نے یہ سب کسی اخبار سے مستعار لیا ہے تاکہ عوام کو اس مقروض ملک کے حکمرانوں کے لائف اسٹائل کا اندازہ ہو اور وہ جان سکیں کہ ان کی زندگیاں اس قدر قابل رحم کیوں ہیں۔ اس طرح تو انگریز سرکار اور استعمار نے بھی اس دھرتی کے ساتھ نہ کیا تھا جتنی بیدردی سے یہ لوگ اس گنگا میں اشنان کر رہے ہیں۔ یہ تام جھام تو ترقی یافتہ متمول ملک کے حکمرانوں کو بھی نصیب نہیں۔ چند ڈالر فالتو خرچ کریں تو انہیں اپنے اپنے عہدوںاور عزت کے لالے پڑ جاتے ہیں لیکن ان کودیکھو..... ہم جیسوں کولکھتے ہوئے شرم آنے لگی ہے، انہیں یہ سب کرتے ہوئے نہیںآتی۔ سچی بات ہے مجھ جیسے کودن کو تو آج تک اس بات کا ہی کوئی علم نہیں کہ اس ملک کا صدر اور اس کے گورنرز عوام کو کس بھائو پڑتے ہیں اور اس ’’لاگت‘‘ کے جواب میں بھوکے ننگے عوام کو دیتے کیا ہیں؟ادھر مریم نواز نے شفاف، صاف، آزادانہ، منصفانہ اور غیر جانبدارانہ ضمنی انتخاب کے لئے نوکریوں کی لوٹ سیل لگا دی ہے۔ ملازمتوں کے لئے درخواستوں کے ڈھیر نمٹائے جارہے ہیں۔ ناراض کارکنان راضی ہونا شروع ہوگئے ہیں تاکہ ہر قیمت پر بازی جیتی جاسکے چاہے ہر شے کا سوا ستیاناس ہوجائے کہ یہی جمہوریت ہے اور بے شک جمہوریت بہترین انتقام ہے لیکن صرف عوام سے۔شہر کو برباد کرکے رکھ دیا اس نے منیرؔشہر کو برباد میرے نام پر اس نے کیاعوام کا نام لے کر عوام کو برباد کرنے کی ایسی روشن مثالیں اور کون سی ’’جمہوریہ‘‘ پیش کرسکتی ہیں؟ تو یقین مانیں انجام بھی ایسا ہی ہوگا ۔ سنا ہے ’’ابومریم‘‘ بھی پرواز کے لئے پرتول رہے ہیں۔ عید اپنے وطن میں منائیں گے۔ایسے مستقل حالات ِ حاضرہ پر ہزار لعنت کہ اس عمر میں سن رسیدہ اعصاب ان کے متحمل نہیں ہوسکتے لیکن کیا کریں؟ کدھر جائیں کہ ’’امیگریشن‘‘ کے لئے لمبا انتظار ضروری بھی ہے، مجبوری بھی..... سروائیول کی صرف ایک ہی صورت ہےکہ آدمی ایسی بلڈپریشر دشمن خبروں سے نظریں چرا کر شاعری کی طرف نکل جائے حالانکہ مدت ہوئی میں شاعری اور فکشن سے گریز کرتا ہوں۔ عرصہ بعد ڈھنگ کا شعری مجموعہ سامنے آیا ہے۔ دیوان کا عنوان ہے ’’مرے لہجے میںعیسیٰ بولتا ہے‘‘ شاعر کا نام ہے مجتبیٰ حیدر شیرازی جو پیشہ ور شاعر نہیں، قانون دان ہے لیکن پیشہ ور شاعروں سے قرنوں آگے۔ شیرازی میں ایک ہی برائی ہے کہ وہ میرا دوست بھی ہے۔ عشروں پہلے ہم دونوں نے جی بھر کے ’’ایران گردی و جہان گردی‘‘ کی تھی۔ پھر اسے قانون اور مجھے کالم نگاری کھا گئی۔ وہ وفاقی دارالحکومت اور میں صوبائی دارالحکومت کا قیدی ہو گیا لیکن ’’ترے خیال سے غافل نہیں رہا‘‘ والی بات ہے۔اس نے جو مجموعہ مجھے بھجوایا ہے اس پر لکھا۔’’میرے ہمزاد ایسے دوست حسن نثار کی نذر‘‘اس پر عدیم ہاشمی مرحوم یاد آیا جس نے کہا تھا؎کٹ ہی گئی جدائی بھی ایسا نہیں کہ مر گئےتیرے بھی دن گزر گئے، میرے بھی دن گزر گئے۔ہم سب دراصل یہاں دن ہی گزار رہے ہیں یا شاید وقت ہمیں گزار رہا ہے ورنہ زندگیاں تو یہاںصرف چند ہزار خاندان گزار رہے ہیں جن کے لئے یہ ملک اک ایسی چراگاہ ہے جس کی گھاس ہمیشہ قومی پرچم کی طرح سبز رہتی ہے۔ باقی سب اس پرچم کی ’’سفید پٹی‘‘ سے زیادہ کچھ نہیں کیونکہ مخصوص خاندانوں کے علاوہ باقی سب ’’اقلیت‘‘ہیں۔اور اب سنئے مجتبیٰ حیدر شیرازی کے چند شعر جن کے لئے اتنی لمبی تمہید باندھی ہے۔تعلق کی ریاضی میں نفی ہونا مقدر تھابہت دشوار تھا لیکن یہی ہونا مقدر تھا.....OOO.....دشوار ہی سہی یہ ارادہ کیا تو ہےاس بار خود سے ملنے کا وعدہ کیا تو ہے.....OOO.....وقف رنج و ملال کر دیا ہےزندگی نے نڈھال کر دیا ہے.....OOO.....زخم کاغذ پہ بو گئی ہوگی ٹیس تھی لفظ ہوگئی ہوگی.....OOO.....جاگتی آنکھوں سے خوابوں کو بسر کرتے ہیںاپنے حصے کے عذابوں کو بسر کرتے ہیں.....OOO.....درپیش امتحاں ہیں اگر انتظار کےبیٹھے ہوئے ہیں راہ میں پائوں اتار کے.....OOO.....قلم فالج زدہ ہے لفظ سارے برف جیسے ہیںکہانی آگ کی ہے استعارے برف جیسے ہیں۔

We are a nation of personality worshippers ... democracy dies in such a regressive society. Very few are willing to think outside the box for themselves.

Very few are willing to recognize that putting the interest of the nation in front of one's own immediate interest is not only better for the nation but actually is better for your own interest. Putting personal interest as paramount in politics means you will always be stuck in the same circle of poverty or corruption irrespective of the few crumbs these politicians throw at you!

...At the heart of the analysis made by the intelligentsia, the judges, the bureaucrats and the generals is the idea that corruption remains a moral failing rather than an institutional one.

A moral problem will logically have a moral solution — make an example out of a few and the rest will fall in line. After having applied this approach for 70 years, it should be quite apparent to us that it does not work. Politicians, the only part of the ruling elite that has been subjected to it, draw popular legitimacy not from their spotless character or moral fortitude but from the political economy of their politics.

Their supporters maintain transactional relations with them which are ultimately sustained through corruption. This explains why military dictators, and now judges, who attempt to carry out accountability fail to understand the popular appeal of the politicians and its underlying dynamics...

...Democratic politics the world over is essentially a form of competition between different elites, often representing different societal groups and classes.

The missing ingredient in our case is a basic agreement on the rules of the game. There is no consensus between political actors and their backers on what constitutes justified exercise of power and there is no consensus on how to resolve political conflicts as and when they emerge. This is a structural weakness in our democracy, one that makes it prone to episodes of systemic collapse every now and then.

This weakness is a consequence of two major cleavages in Pakistan’s political economy. The first is the institutional tussle between unelected state institutions and political representatives. It is as much a tussle between competing visions of the country’s political system as it is an assertion of power of an urban elite over the political process.

The second fracture lies within the domain of electoral politics wherein representatives of different factions of the elite fight it out in a free-for-all, winner-takes-all scramble to obtain or retain influence and power in a space already severely constrained by the unelected power players.

The outcome of these fractures is periodic instability and a democratic process muddling along with bare minimum agreement between its participants...
