The Swat Negotiations

thats is the best work, done by "PRESIDENT ZARDARI " & this PPP GOVT, even they did it under the great preasure from PAKARMY.;):lol::pakistan::enjoy:

The Army was in support of the Shariah bill, as was the ANP, it was President Zardari who was holding out.

Taliban fighters in Pakistan have said they will review a 10-day truce in Pakistan's Swat valley when it runs out next week, disputing a government claim that a permanent ceasefire had been agreed.:smitten:

The group's announcement on Saturday came after a government official said that the fighters had agreed to a deal and that a ceasefire was soon to be announced.(looks good on them to be kicked in da nuts millionth time looking forward to another peace process soon)

"We heard that the government announced a permanent ceasefire, but we have announced a 10-day ceasefire:rofl: and we will consider an extension when it ends," Maulana Fazlullah, the leader of Pakistani-Taliban, said.(so if our supplies dont come in 10 days we will extend it other wise lets rock)

Earlier, Syed Mohammad Javed, the commissioner of Malakand, a district in Pakistan's Northwest Frontier Province which contains Swat, said the fighters had made a "committment" to a ceasefire.
The current 10-day truce will end on Wednesday.
The new developments follow talks between local officials and a group headed by Maulana Sufi Mohammad, Fazlullah's father-in-law and the leader of the Tehrik-e-Nifaz Shariat Muhammadi, regarding the implementation of sharia, or Islamic law, in the area around Swat.

The government has already agreed to implement sharia in Swat in return for a ceasefire deal.

Western powers, as well as many Pakistanis, have been alarmed by the government's offer.(why are the surpprise)

Concerns over deal

They fear that a ceasefire could result in another sanctuary in Pakistan where al-Qaeda and Taliban fighters could move freely.:woot:

They also worry that Taliban fighters elsewhere in the region will be encouraged by the government's move.

Al Jazeera's Imran Khan, reporting from Islamabad, said that the details of the deal were still unclear and that the Taliban might want to act as the "enforcers" of sharia in Swat.

"The Taliban were trying to get the government to agree to their key demands - they included the implementation of sharia, the release of all Taliban prisoners," he said.(excellent news all in jail terrorist out to fight the civilians and army but hey hey hey we have peace or do we)

"But what they also wanted was to control [the implementation of] sharia law within the valley - that would mean a much tougher version of Islamic law than the one Sufi Mohammad had negotiated with the government."

Pro-Taliban fighters last week announced a 10-day truce in the region while the talks were under way.

Very GOOOOOOD News For Pakistan, I hope ZARDARI wont take a U-Turn Here on His Promise on This Issue.

The question in my mind is, will another drone attack occur, in time to scupper the deal?

Swat taliban empowers Sufi to negotiate Sharia based system in Swat: Spokesman
MINGORA Feb.21 (APP): The Tehrik e Taliban Swat (TTS) has empowered head of TNSM Maulana Sufi Muhammad, currently on a peace mission to Swat, to hold talks with the government on the implementation of Sharia based system in Malakand Division.

“We have full confidence in Maulana Sufi Muhammad as his credibility is beyond any doubt”, said Spokesman of TTS Haji Muslim Khan while talking to local reporters here by phone from an undisclosed location.

He further said that we are satisfied with the outcome of the talks held so far with the representatives of TNSM and reiterated that the people of Swat would soon hear good news. However, he said, some hidden hands were conspiring against the peace efforts which would be frustrated with full might.

Haji Muslim Khan said the main objective of the TTS was Nifaz e Shariat and when this demand was fulfilled, then we have no other dispute with the government or anybody else. He urged the fellow Taliban to keep a close vigil on the elements trying to disrupt the peace process in Swat.

Meanwhile head of Amn Jirga Swat Syed Inamur Rehman in a chat with the local journalists here said he had a fruitful meeting with the head of TNSM Maulana Sufi Muhammad today (Saturday) wherein matters concerning Nizam Adl regulation and restoration of peace were discussed.

He said the talks between TTS and TNSM were smoothly progressing in the district and breakthrough has been made with respect to peace. Inshallah people would soon hear good news in this regard, he said when asked. The peace caravan led by Maulana Sufi Muhammad Saturday marched up to Shamozai via Kabal tehsil, Akhund, Deolai, Dagay, Sharif Abad, Dadhra villages. The peole in large number garlanded the peace marchers at various points.

Later the peace marchers proceeded towards Barikot via Mingora city. The spokesman of TNSM Amir Izzat Khan said, Maulana Sufi Muhammad would stay for night in Mingor city. About the next line of action, he said, it would be decided in the Shura’s meeting.

After the announcement of the peace agreement by the NWFP Government, life was fast returning to normalcy in the militancy hit cities of Swat which witnessed unprecedented violence during the last two years. Market and other business concerns have been opened and signs of happiness were visible on the faces of Swatis.

The peace prevailed after arrival of Maulana Sufi Muhammad in Swat district three days back. Similarly traffic police also resumed their duties at the chowks in Mingora and other cities.

The markets remained opened till late night after the peace deal while traffic flow has been made smooth in the upper parts of the valley which was usually blocked due to checkposts. Kabal-Sarenai road has been opened after seven months of blockade.

Peace has almost been restored in the district as except the killing Musa Khankhel, no other tragic incident has occurred since inking of the peace pact a week ago. The people are offering ‘Nawafil’ and prayed for the restoration complete peace in the district.

it could be anywhere in malakand division, wherever a tsnm or mullah radio asset is based.

Very GOOOOOOD News For Pakistan, I hope ZARDARI wont take a U-Turn Here on His Promise on This Issue.

The more paksitan givens in to Radical Islamist the worse off Pakistan will be...being poor backward and ignorant religious radicals is not a good survival skill in the 21st century.

it could be anywhere in malakand division, wherever a tsnm or mullah radio asset is based.

well ya that will be big set back however i am not really sure if US will go to that extent and target malakand.

A really good thing for all involved and most importantly Swatis. And very good tactic employed by the government atleast on a short term basis.
But the government should push them to lay down arms. Only then this peace is sustainable.

Coming to the possibilities:
How long is the peace going to last? Can anyone please post the stated objectives of this Taleban?
How can these people just forget whatever these objectives are and lay down arms? So my guess is they will negotiate against the idea and the government will have to accept it atleast for the time being.

Also I would like to know how localized this movement is? i.e, how detached the different regional versions of the movement are...

Do you know who maulana sami ul haqq is? His father, Maulana Abdul Haqq? He was the leader of Jamiat Ulema e Islam, a deobandi umbrella organisatin. Maulana abdul haqq was a scholar from the Deoband madrassah in Bharat.

Most of the Taliban's top leadership graduated from madrassa haqqania of maulana sami ul haqq.

I don't know where you were during the 90's.

You're incorrect, Cheetah. The Taliban did massacre Hizb e wahdat shia militia members, but that was the second time they captured mazare shareef.

The first time they entered, there was a huge victory celebration. A pakistani envoy even flew into Mazar. However, the Taliban's general demeanour at the point of victory, and their inistence on disarming the local population without an agreement, led to a mini uprising in which the lightly armed taliban were routed. They were running in the streets, while hizbe wahdat were shooting from above, the roofs of their houses.

They had to hastily retreat. When they came back a few months later, they indulged in widespread killing of the hizbe wahdat/ hazara community as retrbitution.

The Taliban are deobandi. If you deny it, I suggest you gather more knowledge before embarassing yourself here. There are plenty of resources on the internet which can identify what religious sect the Taliban belonged to.

Permanent truce announced in Swat Fazlullah vows to continue ‘Jihad’ against US, accepts Nizam-e-Adl Regulation;schools to reopen tomorrow

By Delawar Jan

PESHAWAR: The government and the Tehrik-e-Taliban Pakistan (TTP), Swat chapter, on Saturday agreed to a permanent ceasefire in the militancy-hit Swat Valley after Maulana Fazlullah accepted the Nizam-e-Adl Regulation, leading the government to announce the reopening of schools and return of the internally-displaced persons.

Speaking on his FM channel, Maulana Fazlullah gave an impression to his listeners that he would give up fighting in Swat but would not surrender. He made it clear that he would continue his struggle at the international level and the fight against the US till Washington was defeated.

The militants had announced a 10-day ceasefire on February 15 after successful negotiations between the founding chief of the TNSM Sufi Muhammad and an NWFP government delegation led by Information Minister Mian Iftikhar. In response to the militants’ ceasefire, the chief minister said the government wished to have a truce for good.

Commissioner Malakand Division Syed Muhammad Javed told media persons that the ceasefire would now be permanent. “Yes, both sides will observe a permanent ceasefire,” Javed told The News by phone.

On the other hand, Swat TTP chief Maulana Fazlullah also made the same announcement on the ceasefire in his address.

After the agreement, Javed said all the schools would be reopened by Monday. He said where the premises had been destroyed during the conflict, makeshift schools would be established in tents.

Fazlullah also allowed girls’ students to appear in examinations in proper Purdah.

The government also urged the internally displaced persons (IDPs) to return to their homes, declaring that it would provide them assistance and compensation. The commissioner said the government had provided funds in this regard and Rs 300,000 and Rs 100,000 would be given to those killed and wounded during the violence, respectively. The officer also said the government was making efforts to put in place a strong civilian administration in the valley to solve the problems of people.

He asked those police officials who had deserted the force during the conflict to rejoin their duty and announced promotion for policemen who had bravely performed duty during the conflict, besides double salary of all the turbulent months.

He said the chief minister would soon announce a development package for the war-ravaged valley.

Sufi Muhammad also finished the peace caravan at Mingora after marching through the troubled areas. “The aim of the caravan was to remove fear from the hearts of people,” his son Matiul Haq told The News. He said majority of the TNSM activists went back to their homes as asked by Maulana Sufi Muhammad.

Maulana Fazlullah in his address said he supported Sufi Muhammad because he had been making sincere efforts for the enforcement of the Islamic law. “Now we will honour the Shariah under any circumstances. It’s also the responsibility of Ulema to work for it,” he said, terming the Nizam-e-Adl a great achievement and the first brick of the Shariah. He also called upon other segments of the society to work for the success of the Nizam-e-Adl, asking the government to ensure its implementation for durable peace.

“Other five components of the Shariah (politics, education, health, society and economy) will automatically follow after the implementation of the judicial system,” he assured the people.

Interestingly, the militant commander, who has been challenging the government’s writ, said that the Nizam-e-Adl was their constitutional right. “We will not accept a law that clashes with the God’s law,” he declared. However, Fazlullah made it clear that they wanted the kind of Shariah that could lay hands on the prime minister and the president.

He said there were no foreign militants in Swat and that the government had killed its own people. The government was accusing the Taliban to be acting at the behest of someone else, but the agreement had proved it wrong. “Death in the way of God is better than spending a sinful life,” he said, adding that they would continue offering sacrifice for the Shariah.

He vowed to continue his struggle at the international level, saying that they would not bow to the US and continue the war till Washington’s defeat. “War in Afghanistan continues and so does our Jihad,” he declared. He said they fought a “Jihad” against those who had handed over 600 “Mujahideen” to the US.

APP adds: The students would be provided security and protection, Syed Javed told reporters.

To a question, he said, the magistracy system would be revived soon in Swat with the appointment of deputy commissioners and assistant commissioners. The chief minister would make an announcement in this regard shortly, he added.

He announced to abolish the check-posts set up on various routes and there would be no hurdle in smooth flow of traffic.

DIG Malakand Shaukat Hayat Khan on this occasion directed the police officials who had left their job to rejoin their duties at their respective places.

To a question, he said, the murder of Musa Khankhel was being probed and the killers would be exposed shortly.
