HAIKOU, Hainan – The proposed joint exploration of the West Philippine Sea may resolve the growing territorial dispute between the Philippines and China.


Wu Shicun, a top South China Sea expert, said the joint exploration of the Reed Bank also known as Recto Bank, could start the peaceful resolution to the conflict between the two countries regarding the sovereignty over the West Philippine Sea.



“Jointly, I think that’s the best way,” Wu said during a brief discussions here with a 15-member Philippine media delegation invited by the Chinese Embassy in Manila.



Wu, however, regarded that the sharing agreements need to be reached among possible business partners in the joint oil explorations as “it’s a business deal.”



He said the joint exploration agreements “should be discussed by the oil companies – China National Offshore Oil Co. Ltd (CNOOC) and the Philippine oil companies.”



“The only way for Chinese business is to go for joint exploration, either 50-50 or whatever,” he said, even pointing out the need for the Philippine media to convey the idea to Filipino businessmen.



It can be recalled that the Philippines’ Philex Petroleum Corp. through its chairman Manuel V. Pangilinan had “sent feelers” to its Chinese partner for the resumption of the joint exploration of the Service Contract 72.

Philex Petroleum is spending $60 million to $70 million to drill two appraisal wells in the SC 72.

Pangilinan had told business reporters in Manila that Philex Petroleum may start drilling in the first quarter of 2016 since it may take about six to 12 months to prepare for it.

Forum Energy, which is 60.45 percent owned by Philex Petroleum, operates the petroleum block located in offshore Palawan. It had been in talks with CNOOC for a possible joint exploration of SC 72 but the ongoing territorial dispute in the West Philippine Sea has been a major hindrance to developing the area.

The Sampaguita field, which is covered by SC 72 in the Reed Bank, is estimated to have gross reserves of over 11 trillion cubic feet of gas, an independent study commissioned by Forum Energy earlier showed.

The volume dwarfs the Malampaya natural gas field's reserves, which is placed at 2.7 trillion cubic feet, and could supply the Philippines' gas requirements for up to a hundred years.

No, the idea of joint exploration is to put aside any territorial disputes. If this was to work, then China and Philippines would both acknowledge that they agree to disagree, but pool together money and resources to extract oil and gas. It sounds nice on paper, but geopolitical reality makes this unlikely. Philippines is a US ally, which means it is part of the containment strategy against China. Right off the bat they're off to a bad start.

I think there already was joint exploration when President Arroyo of the Philippines was still in power. I wonder what caused the collapse in communication.

Very interesting , so such a platform has been proven to be harmful for the Philippines' national territory. I would hope that the Philippine Government can see the wisdom in evading such similar agreements with nations that could further violate its maritime. Domain.

The whole idea is to set aside the territorial disputes in order for the exploration and exploitation of natural resource to be conducted jointly. If one insists on his own territorial claim and only agree to areas that are outside of its claims, then everyone else would reciprocate, and there would be no point in any such agreement or ever reach any meaningful agreement. China would surely as a result move ahead and do it on its own.

Bad idea the chinese imperialist do not and can not keep any agreement with anyone its fact so why pressure a false peace they are just buying time they losing the moral and the court of public opinion on the International community i say keep the presure on a moral victory is far more better than no victory.

Well, that sounds very inviting, and if we can base the 2004-2008 Tripartite Agreement between China, the Philippines and Vietnam as a source (thanks to @Cossack25A1 for providing the link to me and others here ) , the cooperation to explore the natural resources in the South China Sea started off positive.

With objectivity in mind and trying to be fair, one could approach this opportunity with an elated mind. The Philippine and Vietnamese side should consider the opportunities , but at the same time we should be realistic and understand the innate reservations they (Philippine and Vietnamese side) may have in completely trusting China. After all, some Vietnamese nationals might feel wary of China after the recent oil rig debacle that had happened deep within their maritime border, which is also being claimed by China as their own.

There should be written and binding arbitration on all aforementioned parties that neither party would forcibly appropriate a drill site. There should be equal share of resources in sites that were jointly explored and developed.

That's my take on this...

I remember reading a Tripartite Agreement between Vietnam-China-Philippines to jointly research and develop possible energy-rich sites. I believe the past Presidents of Vietnam, Trần Đức Lương and Nguyễn Minh Triết both acquiesced to the Agreement. Can you elucidate us on what caused the breakdown in cooperation ?

A moral victory and other forms of soft power are useless unless you have the hard power to back it up. If the Philippines don't want to cooperate with China, they can keep racking up their moral victories while China keeps all resources in the SCS for itself. I'm fine with that arrangement and I'm sure my fellow Chinese brothers are too because our automobiles run on oil and not moral victories. :-)
