That’s just it, Russia has not declared this operation a war. While that seems like a semantic difference for Russia to declare it a war requires a level of mobilization they have been reluctant to do for political/psychological reasons.

I’m not fully sure of the reason, but from what i have heard, it is akin to acknowledging the war is an existential threat to Russia. It would also mark a failure of Russia’s ability to deal with a pesky neighbor in the psychological of the Russian establishment and population; basically declaring Ukraine an equivalent power as Russia. Similar to the Pakistan/India dynamic where India thinks its a power in the league of China and not Pakistan.
