They were suppose to stay in quarantine in Iran or at camps at the border. They can be in camps on the Pakistani side and be managed by the Pakistan Army, but they were not suppose to go home until being cleared to do so. Iran should have coordinated any Pakistani nationals trying to leave Iran with Pakistani authorities.
