There's been a commitment of 500 total PAKFA/FGFA fighters so far according to the Sukhoi chairman---250 for VVS and 250 for IAF. Besides, at $100 million I doubt most regular Russian customers could afford it.

Thats not exactly correct
Russian Airforce has actually ordered 430 aircrafts which are meant to replace 300 Mig29 and 360 su27 in russian service.

Technically Pakfa is meant to replace jaguar and Mig29 in indian service , whose total number is around 200 aircrafts
While IAF would like to operate 250 PAKFA , indian MOD have given the aproval for only 10 Sqds of this aircraft ie 180-200 Aircrafts
However Depending upon the Progress of MCA ,there will be high chance for number of PAKFA to rise by another 50-70 aircraft .
You guys can check out Su30mki whose initial order was only for 50 aircraft and went up to 270 aircrafts

Brazil has also shown interest in purchase of 36-50 Pakfa aircraft

As somebody already said , any one with money would rather wait for the PAKFA than spend on Su35bm
The biggest operator of russian aircraft outside of Russia ie china and india are continuing with production of previous Su27/30 models and while india is a Partner in Pakfa programme , China is building its own 5th gen fighter
