I think the case was the same in the Army, the revolution destroyed Iran's military and left it vulnerable.
During the Shah's time, Saddam would never have dared to attack Iran.
One thing that can't be denied, the Shah really improved and strengthened Iran's military.

Saddam still didn't dare to attack Iran, but he was given a lot of International support, to defeat Iran. He also must've felt threatened by his own people who had similar beliefs. Plus by the end Saddam barely had an air force. I recently heard that the Iranians had developed radars and such materials to replace the current avionics on their planes, the specific were not mentioned but I think they had the project running for a long time as they must have known the US knew their capabilities.
