If baluch were clever they could have done the port themselves but no their con men sardars like to be paid for their loyality..a mentality infused by british colonials who awarded heavy sums of money to fedual lords in exchange of loyalty.

the idea of building a port at gwadar is probably not even a pakistani one (though it might be)

the russians did see it as an important port a long time before gwadar had any projects started.

the baloch cannot be blamed for not building one since they would need permission to build it, it's the government's job. they missed it
