Sardar Jalali: The approval of the FATF bills before the return of the United States to the UN Security Council is self-inflicted
According to the defense group of
Tasnim news agency , in recent weeks, especially after Biden's victory in the US presidential election and his establishment in the White House, the issue of "reviewing FATF bills" has once again come to the attention of political and economic circles. Washington and its allies have made Iran's accession to the bills, especially the ratification of Palermo and the CFT, a precondition for any possible suspension of sanctions against our country, and some inside the country, willingly or unwillingly, have approved the bills as a "requirement" for continued economic and political life.
Sardar Gholamreza Jalali, head of the country's passive defense organization, said in an interview that the greatest danger or point of damage to a political or international phenomenon is simplification or distortion of that phenomenon and, as a result, miscalculations and misbehavior towards it. "In the current situation, on the one hand, we are witnessing pressure from the Europeans to conclude an interim deterrent agreement on BRICS, and on the other hand, we are witnessing pressure from the Special Financial Group to pass the four bills," he said. Undoubtedly, there is a direct link between the behind-the-scenes and overt pressure from the United States and the European Troika on the acceptance of a newer and broader agreement than Borjam and the anti-Iranian actions of the Financial Action Task Force.
He said that in the face of the issue of FATF bills, we should not suffer from simplification and false simplification of the issue. Focus on special action, try to pass bills, as an inevitable obligation and category. This assumption is incorrect and contradicts the "strategy of active resistance" against the enemies of the Iranian nation.
Emphasizing that FATF supporters should be asked what positive or opening-up effect the Palermo and CFT ratifications would have on the normalization of trade and economic relations with Iran, Sardar Jalali said: That is, the approval of the four bills by Iran is only one of the preconditions for a possible normalization of trade relations with Iran. Therefore, it is a question of probabilities and preconditions, not definite and citationable propositions. On the other hand, we will lose many of our tangible assets due to the vague outcomes that we basically do not know about the passage of the four bills.
He continued: "The enemies believe that the more complex the scene and the wider the dimensions of the playing field with Iran, the more maneuvering power they will have to gain points from Iran." Thus, they have transformed a simple "one unknown" equation called "US withdrawal from the UN Security Council" and the "unconditional return to the nuclear deal" into "multi-unknown" equations, of which the FATF has recently added another component. It has been added.
Sardar Jalali emphasized that with the unconditional approval of the four bills, we will face a variable related to the game of the special financial group and the interpretations of the operators of this group towards categories such as money laundering and terrorism. We will not have conditional approval or ratification with respect to the four bills. It is better for the government to explicitly state that we have to choose between the absolute approval or the absolute rejection of these bills. There is no third option in this equation.
Emphasizing that the West's deliberate misinterpretation of the FATF bills is the main danger that awaits us if accepted, the head of the country's passive defense organization said: Financial action is cited, what groups and individuals are considered to be transnational organized criminals? In other bills, the key word terrorism has been mentioned many times. Who interprets terrorism and its instances and communicates it to other countries in the form of a collective directive (on countering terrorism and money laundering)? The pivotal role of the three permanent Western members of the Security Council, namely the United States, Britain and France, in determining the instances of "crime", "terrorism" and "organized crime", should not leave room for our optimism in this regard!
Emphasizing that some have cited Iran's right to protection and stated that the acceptance of the Palermo Convention is conditional on its acceptance, Sardar Jalali said: "Despite the conditions and comments announced by the Islamic Consultative Assembly in this regard, the protection of the Islamic Republic" Under the Palermo Convention, Iran can practically not be identified and interpreted as a "right" by other members of the Convention. According to the law of treaties, the right of a country to safeguard against a treaty is acceptable if it does not conflict with the purpose and originality of that treaty. However, as stated, such a rule does not apply to the Palermo Convention. In this regard, we will often face decisions made by specific actors such as the United States, France and Britain (as the three practical sponsors of terrorism).
The head of the country's passive defense organization added: "The FATF standards are stated in such a way that subsequent relevant resolutions must be accepted by countries, and this poses a serious challenge to our fundamental rights, in the sense that we commit ourselves to future UN Security Council resolutions." Execute without special conditions!
Sardar Jalali continued: "Washington and its two allies, namely Britain and France (as the other two permanent members of the Security Council) continue to seek resistance groups in the region (to resist Takfiri terrorism and prevent the implementation of the goals of the West and the Zionist regime)." ) Identify terrorists and provide the basis for coordinated, collective and infrastructural sanctions against these groups, citing the provisions of the Palermo Convention.
He stressed: "In such circumstances, the Islamic Republic of Iran, if it joins this convention in the future, was faced with two choices: the first choice is to act in accordance with the provisions of the convention, which will cause our country to suffer from a kind of" chronic "and" permanent "sanctions. . The second option is to deviate from the convention and its provisions, which will have its own legal effects and consequences for our country.
The head of the country's passive defense organization, noting that of course no one in the country advocates lack of transparency in the financial and anti-corruption fields, said: "No will has blocked the government's path to deal with money laundering, corruption, etc., but the issue That is, the fight against these cases should not be seen as an end to the adoption of FATF oversight mechanisms.
He stressed: "If the government has a legal problem, it can submit a bill to the Islamic Consultative Assembly to resolve all financial, monetary, banking and money laundering irregularities with national and domestic law with a strong will, and by doing so, an excuse can be taken from the enemy." .
Pointing out that we are engaged in a full-scale economic war and that transparency in the mechanisms of circumventing sanctions is practically self-inflicted and self-sanctioned, Sardar Jalali continued: The factor could exacerbate the effects of oppressive American sanctions on the economy and people's livelihoods.
The head of the country's passive defense organization noted: "Considering the membership of the Zionist regime and Saudi Arabia as observers in the FATF, it must be said that both of them are the real fathers of terrorism in our region." They finance terrorist groups such as al-Qaeda, ISIS, etc., and they are not on the FATF blacklist. This pact seems to be more political than financial, monetary and banking; Therefore, the Ministry of Foreign Affairs is suggested to pursue and resolve this issue at the political level and to refrain from making commitments for the country.
