It is well known worldwide that the Chinese are notorious for cutting corners on quality over time so stringent ongoing tests are required to maintain consistency..these apparently failed.

That's because APPLE is there doing the QC for their custom product. This Tesla flat panel is an off-the-shelf solution. Tesla isn't in the factory.
