The outlawed Kurdistan Workers’ Party (PKK) will begin withdrawing from Turkish soil on May 8, according to Murat Karayılan, a senior leader at the group’s base in the Kandil Mountains of northern Iraq.

Karayılan, however, told reporters yesterday that any military operation targeting the militants would delay the withdrawal and cause the militants to retaliate.

The PKK also released a number of suggestions to facilitate the withdrawal during the press conference, which was attended by high ranking PKK members Zeki Şengali and executive board member Hacer Zagros.

The PKK militants will use previously traveled routes during the withdrawal in an organized and disciplined while avoiding any clashes, the group said, according to Fırat news agency, which is known to have close ties to the organization.

According to the ongoing preparations, the withdrawal will start on May 8 and will continue in phases. The process will be finalized “as soon as possible” and in secrecy.

The withdrawing militants will be deployed to “southern Kurdistan,” which refers to northern Iraq. Karayılan said they expected understanding from the Iraqi authorities, and particularly from the autonomous Kurdistan Regional Government (KRG). The Turkish military should show a “similar sensitivity,” while avoiding any “provocative and opportunist attitudes” in northern Iraq, he added.

In the event of any military operations being conducted against the militants, the withdrawal will be halted and the militants will use the “legitimate right of defense” to retaliate, Karayılan said.

The leader did not disclose in his statement whether the militants would pull out with or without arms. Both Turkish President Abdullan Gül and Prime Minister Recep Tayyip Erodğan have insisted on a withdrawal without arms in repeated remarks, while the military is asking for a legal regulation for the process as it is legally obliged to fight against terrorism.

In a statement on April 22, the military said it would keep on fighting against terrorists.

A number of other items that were mentioned in a letter to the jailed PKK leader, Abdullah Öcalan, and which are also known by the Turkish authorities, should also be considered, Karayılan said, without giving further details.

The last item in the list was related to observation by independent groups that could help spot problematic issues regarding the withdrawal.

‘Freedom to Öcalan’

The resolution process, meanwhile, will take place in three phases, according to Karayılan, who named the withdrawal as the first stage.

The second stage is the efforts, mainly from the Turkish government and the state, for a permanent solution, he said.

“With the reforms within the frame of a constitutional solution, the conditions for democratization in real terms and a solution to the Kurdish problem will emerge,” he said, calling for the abolition of the village guard system, support for the Turkish military and other “special war bodies.”

He also called for the new Constitution, which is currently being drafted under government auspices, to accord a place to the democratic rights, identity, beliefs and religious sects of Kurds.

The third stage, which deals with “normalization,” would include freedom for Öcalan, according to Karayılan. “The disarmament of guerrillas will be brought to the agenda following the realization of this process, which will witness the liberation of everyone, including that of leader Öcalan,” Fırat quoted Karayılan as saying.

Öcalan made a historic call on March 21 for the withdrawal as part of the ongoing efforts to find a peaceful solution to the Kurdish issue. The call came amid direct talks between him and a group of deputies, mainly from the Peace and Democracy Party (BDP), and letters to and from Kandil and the European arm of the PKK.

Jokes aside, look at what Europeans did meanwhile.

The Parliamentary Assembly of the European Council (PACE) has changed its description of the PKK (Kurdistan Workers' Party) as a "terrorist organization" prefering instead the formula "PKK activists" in its latest report published on April 23.

The motion Peace and Democracy Party (BDP) Mersin deputy Ertuğrul Kürkçü presented to change the terminology for describing the PKK and its members has been adopted by PACE by a vote of eleven to 150 during the session in the French city of Strasbourg on Tuesday. PACE ruled that "PKK is not a terrorist organization" and that it would be more agreeable to describe PKK leader as "Mr. Öcalan" rather than "terrorist leader" and PKK members as "PKK activists" rather than "terrorists".

Josette Durrieu, rapporteur on Turkey for PACE, said that "in consideration of the fact that PACE couldn't constitute a majority during earlier debates on the description of "terror", it would not be an objective and neutral attitute to designate PKK as a "terrorist organization".

Now terrorists are activists for Europeans.

I don't want to be 'that' guy, but it was exactly this - our governments unintentional yet stupid whitewashing of PKK - I was afraid of and also mentioned in this post some 1-2 months ago:

... To get to my point; the military should keep conducting its fight against terrorism at full throttle, without being bothered by 'pauses' caused by some decisions by our government. From an outsider's point-of-view, this makes it look like that even our government is unsure about whether or not they face a threat or if it's simply something unharmful and legal. We can't call the very same fruit an apple AND a pear at the same time, it can only be either one of them.

It makes me sad that it was right. Our government have given PKK way more attention than they deserve from humans. They could have skipped placing that rotten cherry on top of their half-good and half-bad "democratization"-cake.

You just wait, people gonna regret putting them in charge but its allready to late.
There is no chance in hell we can prevent anything further from happening.

I personally am not surprised that they said something like this, that they are trying to push the bounderies. The PKK leadership in Qandil are military minded, they don't mind fighting (they probably even prefer it) and aren't afraid to list demands that could be considered as unacceptable by the Turkish government.

PM Erdogan called for an un-narmed withdrawal, and Karayilan is saying they will withdraw with arms. I wonder how this is going to turn out now, because Army is obligated by law to engage. I think Erdogan might respond saying that he and the army won't guarantee the withdrawing PKK'ers's safety or might even say that the Army will engage anyone carrying arms. If this would be the case than the PKK have to decide between withdrawing without arms or not withdrawing at all. I think this is one of the 'make or break' moments of these negotiations.

I really want to hear how PM Erdogan will respond to this, and maybe even shed some more light on what exactly is being negotiated. I'm sure there will be more pressure on PM Erdogan now from the opposition and media.

Great job by AKP and Erodgan! Turks are lucky to have a leader like him.

Slowly, he is solving Turkey's all problems Mashallah! No wonder Westerners and some ultra secular turkish idiots hate him..

Leaving Turkey isn't enough...Terrorists now should drop their arms and Turkey should listen to the concerns of Kurds too...

Its not your internal matter only...As an outsider, I have every right to comment on this issue...just as I discuss Egypt, Saudi Arabia, India, Pakistan, U.S etc etc..

Also, we days ago, we were discussing this very topic in our class here at University of California. My Professor is a Turk and we were having discussion on PKK and future etc.

PKK signing peace with Turkey and dropping their arms is a great thing!

I hope Erodgan becomes President of Turkey next and take Turkey to new heights Inshallah :toast_sign:

Suckulars of Islamic World can't do anything besides crying...May Allah free Islamic World from idiot suckulars and idiot Islamists...

@AUz you've no idea what's going on in Turkey, what you see is just the surface. Lots of shitstorms happening in the name of "peace" with these bunch of terrorists. Just follow the threads and you'll see what I'm talking about.

Because you live in USA you don't have to lash out your religious insecurity at every chance you can get. At least keep an eye on Turkish Defence sub-forum and learn a little before condemning half of my country with your comments.

Turkish Army is retreating from the area, we don't have the slightest clue what'll happen next. There's nothing to boast about just yet.
