Terror attacks in Pakistan surge by 51pc after Afghan Taliban victory

ISLAMABAD: Pakistan witnessed a record 51pc increase in the number of terrorist attacks in a single year after the Afghan Taliban came to power in Afghanistan in August last year as a result of the withdrawal of the US forces.

As many as 433 people were killed and 719 injured in 250 attacks in Pakistan between August 15, 2021, and August 14, 2022, Islamabad-based think tank, Pak Institute of Peace Studies (Pips) data revealed.

In comparison, it said, the country witnessed 165 attacks that killed 294 people and injured 598 others from August 2020 to August 14, 2021.

These were some of the findings shared in the fifth issue of Pips’ Paper Series released on Wednesday.


The purpose of these analytical papers is to expand the knowledge base of key stakeholders on Pakistan’s Afghan perspective, and its role and interest in Afghan peace and reconciliation.

“The mindless jubilation over Taliban victory is now turning into a rude shock because the evolving security situation under the erratic Taliban rule indicates Pakistan is about to face yet another ordeal viz-a-viz terrorism,” the think-tank said.

The issue while quoting a United Nations report said there was no sign that the Taliban regime was taking steps to limit the activities of foreign terrorist groups on Afghan soil. It added that as per the UN report foreign terrorist groups based in Afghanistan take the Taliban victory as a motivation to disseminate their propaganda in Central and South Asia, and globally.

Key terror outfits with active presence in Afghanistan include Al-Qaeda, Islamic Movement of Uzbekistan (IMU), East Turkistan Islamic Movement (ETIM), Tehreek-i-Taliban Pakistan (TTP) and Islamic State in Khorasan (IS-K). So far, the Taliban have acted only against the IS-K because it actively challenges the group’s rule.

The issue underlined that there was a wave of fear and panic among residents of Khyber Pakhtunkhwa over the reported return of TTP militants from Afghanistan in recent months.

The publication while quoting the United Nations High Commissioner for Refugees (UNHCR) said more than 300,000 Afghans have fled to Pakistan since the Taliban takeover.

The figure contests Pakistani authorities’ claim that about 60,000 to 70,000 Afghans entered Pakistan since August last year.

The issue included two papers expected to demonstrate an overall understanding of a variety of viewpoints and positions mainly around emerging events and developments in Afghanistan and their implications for Pakistan and the region.

The first paper, by Ahmed Ali, evaluated the post-US militant landscape of Afghanistan and its implications for Pakistan in terms of insecurity and terrorist violence. Apart from discussing the state’s responses to tackle extremism and terrorism, the paper also provided a set of policy recommendations.

The second paper by Urooj Jafri discussed at length Pakistan’s challenges and policy responses in the face of Afghan refugees and border control.

The author held with the latest developments, Pakistan, like other countries in the region, officially resisted accepting a new influx of refugees. However, Pakistan still had an opportunity to win the hearts and minds of Afghan people with a sympathetic visa policy and facilitation of cross-border movement.

Just 5 6 years ago this number used to be around 8 to 9000 per year.

Highest number of incidents were recorded in 2012; close to 2400 in a single year.

The number of incidents gradually reduced up to 2020.

The number of incidents are now increasing since 2021.

Apparently Lumbar 1 is more interesting in Plots, politics and policing social media than manning the border. There are loads of videos of terrorists breaking the fence and crossing over. From day 1 the Taliban were attacking the fence and Lumbar 1 was busy with the bhai bhai BS.

Afghanistan will and always be a challenge. The American exit was a net win for Pakistan. Let me explain.

Afghanistan under American was essentially a free for all. The Americans lost the will to fight the Taliban head on, paid out certain groups to fight their war, turned a blind eye on groups that were attacking Pakistan, allowed Indian consulates to prop up and train terrorists to infiltrate inside Pakistan.

American exit meant less headaches for Pakistan, coupled with the fact that Pakistan fenced the border and the operations to flush out the terrorists helped controlling of attacks within Pakistan.

There was always an a high likelihood of elements inside Afghanistan that continue to wreck havoc inside Pakistan. And we know Taliban would be turning a blind eye on these groups due to one reason or another. The situation which Pakistan finds itself is under control.

Yes, the security forces need to open their eyes and go after TTP and Taliban for supporting these groups.

Nothing is black and white. Pakistan has been a net winner but challenges remain. Only gap I see is, Pakistan’s reluctance for going after these Taliban/TTP nutcases due to God knows what. The defense forces need to be brutal with them, that is the only language they understand.

So it's still 7 8 fold Less than peak.
Intensity of incidents shud also be kept in mind ...compared to 2013
it's probably less than the mortalities caused in a month due to traffic accidents in country

Yes there has been an increase but I think that was expected .

You are missing main thing here. Pakistan's leverage on America. After afghan withdrawal, pakistan lost transit money(USD) and haqqani network.

So the fact that the Taliban freed hundreds of TTP fighters (Kabul Jail incident). Fought in battles together against the former Afghan Army, rescued them from total collapse into ISKP. They give out statements that it is not their problem when requested by Pak to deal with them, all of this has no bearing according to you?

The American exit has caused more headaches on the contrary, Maulvi Faqir for example was forcefully kept in jail as America applied pressure on the Kabul regime to not release him despite them wanting to. America wasn't always able to prevent the previous Kabul regime from performing actions that were detrimental to Pakistan, however their presence at least prevented a much bigger issue from arising by leashing them. This is not the case with the Taliban as you can obviously see. When Pak authorities complain to the Taliban the response given is, 'Your problem, not mine'. Sure we have some leverage over them but it is commonly overexaggerated and it is eroding over time.

Also the military has attempted to go after them via border infiltrations, shelling or drone strikes. But unfortunately Pak has to also walk the tightrope of not taking it too far, the Taliban will only accept so much violations of their sovereignty before they bite back.

It is too early to tell if we have a 'net win' here, only time will tell.

Even though the situation in Afghanistan is bad, it could've been worse.
